Description
The Environmental Protection Agency (EPA), Office of Research and Development (ORD) National Health and Environmental Effects Research Laboratory (NHEERL) has a requirement to provide on-site professional veterinary services for the EPAs animal research program at the NHEERL facilities located in Research Triangle Park (RTP) and Durham, NC. The EPA intends to issue a solicitation for a successor contractor to serve in the capacity of the attending veterinarian. In serving as the attending veterinarian, the contractor shall provide a comprehensive program for veterinary medical care including oversight of the health and well being of an annual estimate of 20,000 animals, including rats, mice, rabbits and fish; review, evaluate, and make recommendations to the EPA on all laboratory animal health-care issues and any issues concerning the proper operation and maintenance of the animal facilities; and provide back-up coverage in the absence of the primary veterinarian. Ve terinary services shall be performed in Building A and the High Bay Facility of EPAs main campus located at 109 TW Alexander Drive, RTP, NC 27711, and at the EPAs Reproductive Toxicology Facility (RTF) located at 2525 E Highway 54, Durham, NC 27713. Mandatory qualifications for the attending veterinarian and provided back-up veterinarian include Doctor of Veterinary Medicine/Veterinary Medicines Directorate (DVM/VMD) from an American Veterinary Medical Association (AVMA)-accredited or approved college, a current license to practice veterinary medicine in any state in the United States, and board-certification or board-eligibility by the American College of Laboratory Animal Medicine (ACLAM). Provided services shall be performed in accordance with the Performance Work Statement (PWS). The successor contractor shall perform all work in compliance with federal, state, and local environmental laws and regulations, and shall participate fully in the agency's environmental man agement system. EPA anticipates the award of a firm fixed-price contract for a base period of performance of twelve (12) months, with four (4) additional twelve-month option periods. The total duration of the proposed contract is sixty (60) months. The solicitation number is SOL-NC-13-00016 and is being issued as a Request for Proposal (RFP). The EPA has determined that this solicitation will be issued as a full and open competition. The National American Industry Classification System (NAICS) code for this procurement is 541940 Veterinary Services with a size standard of $7.0M. For informational purposes, this contract is a follow on to contract number EP-D-08-097 with Environmental Pathology Laboratories, Inc. (EPL). The current contract is scheduled to expire on October 1, 2013. It is anticipated the Request for Proposals (RFP) will be issued on or about July 17, 2013 and proposals will be due 30 days after the RFP issue date. The resultant contract will be award ed in accordance with the solicitation procedures outlined in FAR Part 15, Contracting by Negotiation. Offerors will be asked to submit a technical and cost proposal for the contract, as well as relevant past performance information. All prospective offerors must be actively registered in the System for Award Management (SAM) at: https://www.sam.gov/portal/public/SAM/. All responsible sources categorized under the stated NAICS code may submit a proposal which shall be considered by the EPA. A site visit at the RTP and Durham facilities is tentatively scheduled for July 23, 2013. Details will be included in the Request for Proposal. The announcement and details of the pre-proposal conference / site visit will be posted at the website referenced below.
