Solicitation Number: W81XWH-13-T-0259 Notice Type: Presolicitation Synopsis: The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement in support of the Armed Forces Medical Examiner System (AFMES) for Training Aid Canister Tins in accordance with the specifications listed in the Minimum Essential Criteria to be provided in the solicitation, to Dover AFB. This procurement is a 100% small business set aside. The North American Industry Classification System (NAICS) code is 333515. This solicitation will be issued electronically in accordance with FAR 4.501, 5.102(a) (7) and 14.205-1(c); therefore, hardcopies will not be provided. Proposals submitted must be in electronic format as stated in the solicitation. All responses to this solicitation must be submitted in digitized/electronic format. Paper copy responses will not be accepted. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-68 This requirement will be for a Firm Fixed Price purchase order to include an option clin for additional quantities. The Armed Forces Medical Examiners System prepares controlled substances training aid tins for the Military Working Dog program through the division of Forensic Toxicology. The canisters are plain metal containers approximately 3 oz in size with a seamless slipcover can; it is comprised of a top and bottom part, both having pre-punched holes for ventilation for substance odor. The Laboratory has a need for TA canisters that are sturdy and durable, optimally designed for narcotic detection, reinforced to prevent damage, and leaking. Recent changes have been made to the specifications for the TA canisters to add greater strength and durability as well as readily identifiable colors for the handlers. This design adds practicality for installing the narcotic inserts and packaging. Minimum Essential Specifications: Training aid canister must be tin metal, The body of the canisters must be approximately 3.5 to 4 oz in size with an overall specification of 3-13/64 quote mark in diameter x 29/32 quote mark with the lid on to fit the requirements of the new design, the bottom must give maximum, tensile strength that the tin material can withstand in the event it is bitten by canines. This will result in minimal damage, The lid will snap onto the bottom and have a depth of ~7/16 quote mark deep, Raised central area will be considered as a modification, Screw-on lids will be considered depending on the tread, the holes must be ~1.60 mm in diameter to accommodate the wired imprinted discs seals, There must be as many holes as possible on the surface of the lid and bottom to increase detection probability by the canines, TAs are identified using a color coding system; specific colors (3,000 each) are required for the lids only: red, yellow, green, blue, and white, The colors must be prepared using a high-capacity Ultra-violet (UV) Silk Screen technique for coating to ensure a solid, non-fading surface area. The canisters must be tinted with a high gloss, product-resistant color coating, both inside and outside of the canister must be exposed to the UV light to ensure proper ink curing, the five (5) specified colors must be available: red, yellow, green, blue, and white, all colors must be coated using a high-capacity Ultra-violet (UV) Silk Screen technique on the lids.
