- Under solicitation number W52P1J-13-R-0106, the Sources Sought Synopsis of the Planned Sole Source Follow-on Contract in Support of the Non-Stockpile Chemical Materiel (NSCM) Explosive Destruction System (EDS) Operations Augmenting the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) at the Pueblo Chemical Depot (PCD), Colorado was posted on 30 Apr 2013 on the Federal Business Opportunities website (FedBizOpps). It requested any interested parties provide their interest, by 30 May 2013, with a description of their capabilities and experiences, as it applied to the noted areas and statement of work (SOW) requirements. Two timely responses were received and evaluated for technical/management capabilities and experiences, primarily in EDS operational plans/procedures development, EDS permit development/modification, EDS training development and conduction, and EDS on-site operation assistance support, as it applied to the EDS deployment at PCD. Based on this evaluation and analysis, the Government has decided to continue with the planning of the sole source follow-on contract action in accordance with FAR 6.302-1. The evaluation determined that this planned follow-on contract will allow NSCM to retain these unique and/or highly specialized services in supporting of its EDS PCD operations requirements in the timeframe identified for its ongoing PCD mission/activities without a disruption to or loss of quality of these services. As noted in the Sources Sought Synopsis, the sole source contractor affected by this is Science Applications International Corporation, McLean VA.
