- SPECIAL NOTICE: SOLE SOURCE US FISH & WILDLIFE SERVICE, Department of the Interior, in accordance with FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements) AND CERCLA 9609(E), intends to negotiate on a sole source basis with URS GROUP, 1001 HIGHLANDS PLAZA DR, ST LOUIS, MO, to provide environmental technical services to the Department of the Interior (DOI), U.S. Fish and Wildlife Service (FWS), Region 3 at the Crab Orchard National Wildlife Refuge (CONWR) in furtherance of the implementation by DOI/FWS of response action pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) to address the release of hazardous substances at Crab Orchard. This procurement is a sole source requirement and is not a solicitation or a request for competitive proposal. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 4:00 p.m. CST on July 24, 2013 by sending an e-mail to meaghan_nelson@fws.gov; however, any technical data received will be for the sole purpose of market research for future proposes.
