- HABITAT RFP SOL-OAA-12-000105 The Helping Access Basic Infrastructure Technical Assistance and Training program (HABITAT) The U.S. Agency for International Development (USAID), Bureau for Economic Growth, Education, and Environment (E3) hereby issues a Request for Proposal (RFP) for “Helping Access Basic Infrastructure Technical Assistance and Training” (HABITAT) Indefinite Quantity Contracts (IDIQs). The goal of HABITAT is to provide access to short- and long-term technical services, training, and capacity-building related to improving urban and local governance in the following five functional areas: 1. Improved urban and local government public service delivery with an emphasis on transportation, water and sanitation; 2. Improved autonomy, transparency, responsiveness and accountability of urban and local governments; 3. Enhanced ability of urban and local governments to adapt to climate change, improve environmental management practices and pollution control systems; 4. Improved urban and local government disaster preparedness, response andrecovery; and 5. Improved urban and local government finance, creditworthiness and borrowing. USAID anticipates awarding multiple contracts as a result of this solicitation, consisting of both unrestricted and small business set-aside. There is no guarantee on the number of contracts to be awarded, the number of task orders that any one firm will receive, or the amount of money each firm is entitled to beyond the minimum monetary amount stated in the Request for Proposal (RFP). USAID anticipates that the maximum ordering limitation of the contracts resulting from a RFP will be $650,000,000 over a 5 year ordering period. Note that this ceiling applies across all contracts and cannot be exceeded in the aggregate. The NAICS Code for this procurement is 541990. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopsis requirement in FAR 5.201.
