Description
The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement for the United States Army Medical Research Institute of Chemical Defense (USAMRICD) for Microplate reader with multiple modes of detection. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. This requirement is unrestricted. The North American Industry Classification System (NAICS) code is 334516. This code shall be listed in your CCR and ORCA in SAM prior to award. This requirement is a Brand Name or Equal. If you are quoting on an equal, you shall submit your product's specification along with quote in order to be considered for this solicitation. If this is not provided, your company will be eliminated from the competition. The following are the Minimum Essential Characteristics for the requirement: Multiple detection modes including absorbance, fluorescence, time-resolved fluorescence, and luminescence. Capability to upgrade for imaging cytometry without instrument modification. Microplate format to a minimum of 384 wells. Capacity for both top and bottom reading. Linear and orbital shaking. Absorbance wavelength range 230-1000 nm. Fluorescence wavelength range 250-850 nm. Luminescence wavelength range 300-850 nm. Wavelength selection in 1.0 nm increments. Temperature control to 45 degrees C. Software to control instrument operation and collect and analyze data; must be compatible with Windows 7 operating system. TRADE-IN: Molecular Devices SpectraMax 5 (serial number MV02447) available for trade-in, although unit is currently non-functional (produces multiple error codes which the manufacturer is unfamiliar with). All responsible sources may submit a quote, which shall be considered by the agency. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/ or https://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about July 9, 2013, and will only be available until July 22, 2013. Specifications of the requirement are provided in solicitation: W81XWH-13-T-0264. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors SHALL be registered with the Central Contractor Registry and have completed its representations and certification completed via SAM. Contractors may obtain information on registration and annual confirmation requirements via the SAM accessed through https://www.acquisition.govhttps://orca.bpn.gov/. All questions should be addressed in writing to Colleen Bowers, Contract Specialist at colleen.m.bowers3.civ@mail.mil. Only one set of questions shall be received from each offeror. Numerous emails from one offeror shall not be accepted. Bidder lists will not be maintained. All interested parties shall provide their quote to Colleen Bowers at colleen.m.bowers3.civ@mail.mil by 11:00 a.m. ET on July 22, 2013 in order to be considered for this solicitation.
