- Description
- The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), National Veterinary Services Laboratory (NVSL) intend to issue Blanket Purchase Agreements (BPAs) using FAR PART 13.303 procedures to take effect October 1, 2013, to National Animal Health Laboratory Network (NAHLN)-approved or program designated APHIS-approved diagnostic laboratories to conduct the following veterinary diagnostic assays: (1) virus isolation for the detection of swine influenza virus (SIV) or other disease/agents, as directed; (2) enzyme-linked immunosorbent assay (ELISA) gamma interferon for the detection of tuberculosis (TB) or other disease/agents, as directed; (3) enzyme-linked immunosorbent assay for the detection of bovine spongiform encephalopathy or other disease/agents, as directed; (4) immunohistochemistry for the detection of scrapie or other disease/agents, as directed; (5) complement fixation for the detection of vesicular stomatitis virus or other disease/agents, as directed (6) polymerase chain reaction for the detection of SIV or other disease/agents, as directed; (7) sequencing for the detection of SIV or other disease/agents, as directed. To be eligible for a BPA, diagnostic laboratories must be NAHLN-approved or program designated APHIS-approved and meet the requirements. The APHIS-approved laboratories are identified at the following website (s): http://www.aphis.usda.gov/animal_health/nahln/labs.shtml and http://www.aphis.usda.gov/animal_health/lab_info_services/downloads/ApprovedLabs_TBGamma.pdf. The list of APHIS-approved laboratories will be attached to the solicitation package. Diagnostic laboratories not currently approved to participate in the USDA, APHIS testing efforts may submit "Request to participate in (type of sample testing identified in the Schedule) for APHIS" by mail to USDA, APHIS, VS, NVSL, Attn: NAHLN Program Office, P.O.
