- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested potential contractors of the District's imminent issue of an Invitation for Bids to obtain construction services for its "LEVEE GAPS & CLOSURES," located in Prospect Heights, Illinois. PROJECT INFORMATION: Under the contract set, the Contractor will be responsible for providing construction of an additional floodwall, raising the elevation of an existing berm, constructing multiple closures on existing pipelines, and installing flap gates and sluice gates. The work on the project will follow up on the initial construction of the Levee 37 levee and floodwall system. ACQUISITION INFORMATION: Competition for this acquisition is RESTRICTED to SMALL BUSINESS CONCERNS. The Classification Code for this procurement is North American Industry System Code 237990, which applies a small business size standard in dollars of $33.5M. The estimated price range for this construction project is between $1,000,000.00 and $5,000,000.00. In order for contractors to be awarded contracts with this agency, the contractor must be registered in the System for Award Management (SAM); registration can be completed free of charge by accessing https://www.sam.gov. The Government intends to award a firm-fixed price CONSTRUCTION contract from this acquisition. FAXED OR ELECTRONIC BIDS WILL NOT BE ACCEPTED. BID SET: The Invitation for Bids (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, and/or printed using Adobe Acrobat Reader. Interested Bidders can download the IFB Package from this Internet Site, https://www.fbo.gov. The IFB will be available at this Internet site ( www.fbo.gov ) on 17 July 2013. Bids will be due by 2:00pm CDT on 20 August 2013. Please be advised that in case of a discrepency between the dates/times published in this notice and those called out in the IFB document, the dates/times in the IFB document and any Amendments to the IFB override those published hereunder this notice; this is relative to the IFB issuance date and due date & time for Bids.
