- THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. This RFI is for planning purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. Responses to this RFI will not be returned. Whatever information is provided in response to this RFI may be used to assess tradeoffs and alternatives available for future needs. The information provided may be utilized by the US Forest Service in developing its acquisition strategy and in its Statement of Objective and Performance Specifications. The information resulting from this RFI may be included/combined with other submissions in one or more options considered in the analysis of alternatives. Any proprietary information that is submitted may be used in establishing requirements of the future system but specific information will be safeguarded as proprietary. Description: The USDA Forest Service may have a requirement for a pilot-in-command, co-pilot-in-command and a Flight Engineer/Loadmaster for C-27J aircraft. These aircraft may be used in air tactical, smokejumper, cargo, or administrative missions used in support of firefighting activities within the Forest Service. The purpose of this request for information is to conduct market research to determine if there are commercial sources for pilots and flight engineers/loadmasters for the C-27J aircraft available in the marketplace. Depending on the results of this Request for Information, the Forest Service may issue a competitive solicitation for these pilot services. The following is a list of the minimum requirements needed for pilots and flight engineers/Loadmasters: Contractor shall have a current FAA Commercial Instrument Multi-Engine Land Certificate, an Airline Transport Pilot Certificate with a type rating for flying a C-27J or a PIC Endorsement from the FAA and a Class I or II Medical Certificate as required for airplanes to be used and missions to be flown under this contract. Individuals must have certificates of completion from a formal C-27J Qualification Course. Pilots must meet the following flight time requirements: Total Time 1500 hours PIC in Airplanes 1200 PIC in aircraft over 12,500 250 PIC in Category & Class 500 PIC in Category preceding 12 months 100 PIC in typical terrain/mountain 200 PIC Night 100 PIC Instrument-Actual/simulated 75 PIC Instrument-in flight 50 PIC in Make/Model to be flown 25 (in previous 5 years/or type rating added in previous 5 years)PIC in Make/Model preceding 12 mos. 10 Loadmaster/Flight Engineer 500 hours in Make/Model (Preferred: Prior experience with Interagency Airplane Pilot Qualification Card with Smokejumper PIC, Low Level, and Mountainous Terrain Authorizations) Company information Requested: Vendors/Contractors who respond to this Request for Information (RFI), are requested to provide all of the following information in writing in response to this announcement and in accordance with the directions below: 1.
