- Description
- Synopsis: NAICS Code: 332410, Power Boiler and Heat Exchanger Manufacturing, or 238220, Boiler, heating, installation. The US General Services Administration (US GSA) Heating Operation and Transmission Division (WPSA HOTD) desires to establish Multi Basic Ordering Agreements (BOA) in accordance with FAR Part 16.703 with vendors who are capable of performing emergency boiler and diesel electric generators rental with its services. In addition to the equipment installation and commissioning, the contractor will give our operators training and provide contractor operator on site for continuous 24 hour assistance. A BOA is not a contract, as referenced in FAR Part 16.703: instead it is a written instrument of understanding, negotiated between an agency, contracting activity, or contracting office and a contractor, that contains: (1) terms and clauses applying to future contracts (orders) between the parties during its term, (2) a description, as specific as practicable, of supplies or services to be provided, and (3) methods of pricing, issuing, and delivering future orders under the BOA. Additionally, a BOA does not imply any agreement by the government to place future contracts or orders with the contractor or to be used in any manner to restrict competition. PURPOSE: GSA-HOTD seeks for the supply of maximum six (6) water tube steam boiler 75,000 lbs/hr capacity and diesel electric generators (2MW) when the in-house boilers fail and lose electric grid power supply from PEPCO and/ or other emergency situation occurs. In addition to the equipment installation and commissioning, the contractor will give our operators training and provide contractor operator on site for continuous 24 hour assistance. DESCRIPTION OF SERVICES: The contractor shall be responsible for the supply and services of maximum six (6) water tube steam boiler 75,000 lbs/hr capacity and diesel electric generators (2MW). The contractor shall provide and complete all connections and breechings from the emergency temporary boilers to the plant stub-out connections. In addition to the equipment installation and commissioning, the contractor will give our operators training and provide contractor operator on site for continuous 24 hour assistance. The contractor must maintain a log book of the specific task requirements, deliverables, method and time of delivery. Any and all services rendered by the contractor will be ordered via the issuance of task orders and under the competitive requirements of FAR Part 6 and synopsis requirements of FAR Part.5, as applicable. SUBMISSION INSTRUCTIONS: Interested vendors should provide capability information describing their ability to meet all of the requirements within fifteen (15) days of this notice. Capability documentation submitted by interested vendors shall not exceed fifteen (15) pages in length. All responsible sources may submit their capabilities and qualifications to perform, in writing, to the identified point of contact (POC) not later than 2:00 PM Eastern Time on July 31, 2013. Capabilities/Qualification documentation maybe submitted as an - attachment to the POC at liz.henderson@gsa.gov or maybe mailed via U.S. Postal Service or, via commercial delivery or courier service to: U.S. General Services Administration, Heating Operations and Transmission Division, Attn: Ms. Elizabeth Henderson, 13 th & C St, SW, Washington, DC 20407; The Government reserves the right to obtain a detailed cost breakdown of labor, materials, equipment, overhead and profit at any time. The estimated time of performance will be five years from date of this agreement. The Government will review the agreement annually. The GSA-HOTD is targeting the issuance of multiple Basic Ordering Agreements, (BOA). The BOA is not a contract but a written instrument of understanding negotiated between the GSA-HOTD and the vendors to facilitate the expeditious acquisition of covered services; if and when ordered. SUBMITTAL REQUIREMENTS: •1) Registered in the Central Contractor Registration (CCR) database; contractors may visit the CCR website at https://www.sam.gov/portal/public/SAM/ for Information on registering and checking the CCR (2) Licensed/Bonded and fully capable to perform this service work under the NAICS Code Series 238 and 332 to be identified with each potential task order requirement. (3) Provide up to three references of completed projects within the last three years that reflects your firm's performance and qualifications on projects that are similar in size and general scope and the possible complexity to the requirements listed herein. (4) Provide a narrative that describes the installation team's internal communication system used to ensure a successful project. Ordering Procedures: When GSA has a specific work requirement suitable for accomplishment under the BOA, they will provide written plans and specifications, or in some cases a concept only, to the contractors for submission of a proposal. If the parties are able to come to an agreement, a contractual order will be issued and the Contractor will be required to furnish the necessary personnel, material, labor, equipment, supervision and overhead required to perform the work within the specified time allotted in the order, as directed by the Contracting Officer. The BOA Task Orders shall be restricted to the BOA holders as noted in this synopsis. However, the Government must, before issuing any BOA Task Orders, obtain competition in accordance with Federal Acquisition Regulation part 6. There is no guaranteed minimum dollar amount or work requirement that will be ordered under the agreement but it is expected that any order placed will be worth not less than $100,000.00 for a single Task Order with a maximum of $3,000,000. The Contracting Officer, when awarding on a lowest-price technically acceptable basis, will consider factors such as Past Performance, Technical Qualifications and Inventory, Management Approach along with Price. The Contractor will be required to furnish a Bid Bond with each proposal over $25,000 with Performance and Payment Bonds required on each Task Order. There is no assurance from the BOA of a steady stream of work. Nothing in the BOA is intended to state or imply any agreement by the GSA-HOTD to place future contracts or orders with the Contractor or to require that the GSA-HOTD solicit and acquire covered services from the Contractor only. GEOGRAPHICAL AREA OF WORK PERFORMANCE: The BOA will cover work performed in Washington D.C. The Agreement can only be changed by modification of the agreement itself and not by individual orders issued hereunder. Either party may cancel the agreement with 30 days written notice to the other party. Any cancellation will not have any effect on previously issued task orders prior to the effective date of cancellation. The contractor may be required to submit a brief technical proposal or work plan and a list of proposed subcontractors for GSA-HOTD approval as well as a price proposal.
