- Notice of Intent Space and Naval Warfare Systems Center, San Diego (SSC PACIFIC) intends to award a cost plus fixed fee contract to Asynchrony Hubzone LLC. Only one responsible source and no other supplies or services will satisfy agency requirements. Authority for other than full and open competition is 10 U.S.C.2304(c)(1) and FAR 6.302-1. The period of performance will be twelve months (after date of award) and a one-year option period. The applicable North American Industry Classification Systems (NAICS Code) is 541511. Asynchrony Hubzone LLC has developed Chat capabilities under the "Mako" name. The "Mako" products are characterized by utilizing extensions of the Internet Relay Chat (IRC) protocol, to provide features and capabilities that are not supportable within the IRC protocol. Some of these features were developed in response to the Navy Shipboard User's specific needs, which include operation in low-bandwidth, high-latency environments with frequently-interrupted satellite connectivity. These additional capabilities are required to support a Navy transition path to migrate to Extensible Messaging and Presence Protocol (XMPP) based technologies. This contract is to provide support for Asynchrony Hubzone LLC Mako Chat related capabilities, in the areas of research, systems engineering, architecture, design and development, integration, test and evaluation, implementation, life-cycle support and Project support. The primary Chat users that this contract is intended to support are Navy and DoD users. Additionally, this effort will ensure that the current architecture and any changes or enhancements developed during this effort shall be adequately documented in the appropriate data items to allow support and services beyond this action to be awarded competitively. The following shall be performed for the Internet Relay Chat (IRC) application: a. Research to determine and define necessary and appropriate improvements and new developments related to Chat technology, shipboard Chat systems, enhanced or alternate Chat developmental approaches, capabilities or needs. b. System engineering to evolve Chat capabilities, evaluate and test Chat Products, determine Chat system performance and to determine Chat system impacts and effects on Network performance. c. Extend Chat architectures and evolve host system architectures in order to enhance Chat capabilities. d. Develop new Chat system extensions to existing Chat systems. e. Design and develop changes or adaptations to other systems where they are impacted by or required to be interfaced with Chat systems. f. Integrate Chat products and capabilities into Navy and Department of Defense (DoD) systems and sub-systems. g. Perform Test and Evaluation efforts, provide support to Government Test and evaluation efforts to test and evaluate Chat systems products and the network environment. h. Implement Chat capabilities into production products. i. Implement and provide Life-Cycle support capabilities, including upgrades, software patches, remote help desk support, training and installation support. This amended notice of intent is not a request for competitive proposals. However, all interest and capability statements received within 3 days after date of publication of this market survey will be considered by the Government. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any resulting procurement would be conducted in accordance with FAR Part 15.
