- The Centers for Medicare & Medicaid Services (CMS) intends to negotiate solely with Blast Advanced Media., located at: 950 Reservoir Drive STE 150, Roseville, California 95678 for the purpose of Online Marketing Consulting Services for the Federally Funded Exchange Efforts for HealthCare.gov. The work is required for CMS headquarters located at 7500 Security Boulevard, Baltimore, Maryland. This acquisition will be conducted under the authority of FAR Part 12. This requirement falls under Statutory Authority 41 U.S.C. § 3304(b) and Federal Acquisition Regulation (FAR) 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The contractor shall provide reports, documentation, and deliverables in written and electronic format as well as integrate and interpret the results as related to CMS's existing Google Analytics Premium interface. The contractor must currently supply CMS with Google Analytics Premium Service and have administrative rights to CMS's Google Analytics Premium interface. The Contractor shall meet the Technical Requirements and/or provide the Required Services as follows: 1) Contractor must have an expert knowledge base with consulting and delivering digital media strategies and best practices for online marketing. 2} Contractor must deliver weekly, monthly, quarterly, annually dashboards and reports for submission to CMS administration. Reporting will be as required on demand on an as needed basis 3) Contractor must currently deliver the Google Analytics Premium service level agreement to CMS. The nature of this acquisition and unique qualifications of Blast Advanced Media for this requisition are as follows: - Blast Advanced Media currently supplies the Google Analytics Premium service level agreement to CMS. Blast Advanced Media is also currently under contract to supply online marketing services for the FFE project efforts. The following is a justification for contracting Blast for an additional year for online marketing services related to the FFE project and HealthCare.gov. a. The successful launch and lifecycle of HealthCare.gov is dependent on Blast's knowledge base of the government's goals for the FFE and intent to enroll 7 Million eligible US citizens from fall 2013 to spring 2014. For this intent the relationship between Google Analytics Premium and online marketing services for the following fiscal year needs to remain intact for the lifecycle of the project. Blast currently supplies both services for this project. To begin online marketing services with a new vendor would be a detriment to the lifecycle and success of the FFE project and government's goals for target enrollment. b. Blast has administrative rights to CMSs Google Analytics Premium services which is a requirement for successfully integrating online marketing services statistical data within the Google Analytic Premium interface. Administrative rights to GAP is only granted to one vendor. Blast has premium consultation privileges with Google Inc. to support CMSs customization requests for the Google Analytics Premium. The interface collects custom user experience data which reveals target audience, demographics and user behavior. This statistical data is key for determining website enhancements, navigation and a successful user experience. The data is used to inform WNMG of revisions to HealthCare.gov for the alignment of the Government's healthcare enrollment goals. CMS is currently using Blast Advanced Media for these services and is needed to continue these services through the lifecycle of FFE project efforts for HealthCare.gov Written responses to this Notice shall contain sufficient documentation to establish a bona-fide capability to fulfill this requirement. A solicitation is NOT available. Therefore, the Government will not honor written and/or verbal requests for copies of a solicitation related to this announcement. A determination by the government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. The Government will NOT notify Respondents of the results of the information received. You must submit your responses to this notice by Wednesday, July 24, 2013 at 1:00 PM EST.
