- RFQ Solicitation N00421-13-T-0407 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase request on a full and open competitive basis, under the authority of FAR Part 12 and FAR Part 13. Request is set-aside for Total Small Business under the authority of FAR Part 52.219-6. Offerors must be registered in the System for Award Management (SAM) formerly known as the Central Contractor Registration (CCR) database prior to submission of an offer to be considered for award of any Department of Defense contract. This may be accomplished electronically at https://www.sam.gov/portal/public/SAM/. Offerors must complete the certification 52.219-1 found in section K of the solicitation regarding small business status and return with proposal. See Attached RFQ for description of requirement. Award is expected 26 July, 2013. Interested persons may submit proposals. This notice of intent is a request for competitive proposals. All proposals received by 4:00 P.M. EST 15 July 2013 will be considered by the Government. The Government will not pay for any information received. Fascimile proposals are acceptable (email preferred).
