- Update the content of the existing online course to include 2012 changes to information and requirements related to marine mammals and interaction mitigation techniques STATEMENT OF WORK *THIS IS A SOLE SOURCE NOTICE* The Regis Company constructed the original interactive online courseware and has previously applied contracted updates as required. They use a proprietary framework based on Flash architecture for course construction, especially a Sharable Content Object Reference Model (SCORM) communication layer used in web-based learning. Update Pacific Islands Protected Species Workshop Online Courseware: 2012 Marine Mammal Requirements BACKGROUND NOAA Fisheries Pacific Islands Region administers protected species workshops (PSW) for owners and captains of western Pacific pelagic longline fishing vessels. NOAA Fisheries offers online training as an alternative to classroom training. The online courseware, developed and produced for NOAA Fisheries by The Regis Company (formerly Regis Learning Solutions), covers the same topics as the classroom sessions. Online learners are tested, and after successful completion of the course and test, they are issued a PSW certificate. The online system also houses a database for administrative and tracking purposes. The online course contains approximately 140 screens, plus the test section, taking average learners about one to two hours to complete. The course is Adobe Flash-based SCORM 2004 compliant. Each year about 300 fishermen and vessel owners are trained through the classroom and online PSW. NEED FOR WORK AND CONTRACTOR'S CAPABILITY NOAA Fisheries requires the services of a courseware developer to update the content of the existing online course to include 2012 changes to information and requirements related to marine mammals and interaction mitigation techniques. NOAA Fisheries issued new requirements in 2012, and needs to update the content of the online course. No major changes are anticipated to the layout or operational behavior of the course; however, minor changes may be necessary. To achieve this task, the contractor must have knowledge, expertise, and experience in creating and modifying the existing PSW courseware and other SCORM 2004 courses. The updated course must run properly on the NOAA Fisheries host learning management system. PROJECT TASKS, DELIVERABLES, AND MONITORING The contractor will update the course content on approximately 15 screens, which may include revised text, audio, pictures, and other graphics. No new video files are anticipated to be added. NOAA Fisheries expects and authorizes variation between the narration voices for existing and updated course content. NOAA Fisheries will provide the new content (text, pictures, etc.) to the contractor. NOAA Fisheries will monitor and evaluate the contractor's performance, according to the guidelines provided in Department of Commerce Administrative Order 216-13, "Evaluation of the Results of Advisory and Assistance Contracts." SCHEDULE OF WORK NOAA Fisheries will establish deadlines for all tasks as mutually agreed to with the contractor. Deadlines are subject to change. Completion of the services and deliverables for specific tasks is contingent on NOAA Fisheries providing any necessary documents or media to the contractor in a timely manner. Delays in receipt of those documents may result delays to services and deliverables by the contractor. Adjustments in work schedule and project tasks may be made by mutual consent. GOVERNMENT-SUPPLIED MATERIALS During the course of this work, the contractor shall have access to Government products or data that are relevant to this project, as required and approved by NOAA Fisheries. Any information that has not been published that is received from the Government in connection with this Contract, or furnished to the contractor from other sources in response to the Government's requirements under this Contract, will be restricted to this project, and may not be disclosed or used for any other purpose without the prior written approval of NOAA Fisheries. The restrictions do not apply to information which: 1. Currently or subsequently enters the public domain; 2. Has been released to any third party, without restrictions; or 3. Is obtained by the contractor independent of the Government. Title to all Government products or data furnished to the contractor in connection with this work shall remain with the Government. RESTRICTED OR LIMITED USE OF DATA The contractor's final deliverables, all draft products and documents, and any working products or documents prepared as a part of this Contract are the property of the Government and may not be released or published to any individual or organization without prior written approval of NOAA Fisheries. Specifically, the contractor may not publish any part of the documents being prepared as part of this Contract in any refereed scientific journal, trade publication, publicity brochure, etc., without the express written approval of NOAA Fisheries. FEDERAL ACQUISITION REGULATIONS All sections of the Federal Acquisitions Regulations (FAR) attached by reference to this work and executed by a Contract shall apply, including FAR Part 49 on termination of contracts for convenience and default. SECURITY REQUIREMENTS FOR INFORMATION TECHNOLOGY RESOURCES The C&A requirements of clause 73 do not apply and a Security Accreditation Package is not required. PERIOD OF PERFORMANCE Completion of this work is expected by February 28, 2013. The period of performance for this work is one year from the date of order issued by the Acquisitions Management Division/WC3.
