Description
VA Pittsburgh Healthcare System is seeking professional design services from an architect-engineering (A/E) firm for A/E Indefinite Delivery Indefinite Quantity (IDIQ) Services. Provide Architect-Engineer multi-disciplinary services on an as needed basis under a single award indefinite delivery, indefinite-quantity (IDIQ) contract, for the following facilities in the VA Pittsburgh Healthcare System that will be supported by this contract: (a) University Drive Facility, University Drive C Pittsburgh, PA 15240, (b) Highland Drive Facility, 7180 Highland Drive Pittsburgh, PA 15206, (c) H.J. Heinz Facility, 1010 Delafield Road Pittsburgh, PA 15215, (d) Facility Leases (currently at Bakery Square, Delmonte Building, and any future leases). Individual delivery orders will be placed against the contract for designated projects. The contract includes one base year and four one-year options. The number of individual delivery orders to be placed during the initial and any further option years is unlimited. Total amount of the delivery orders for the entire contract period, including initial and (4) option years, will not exceed $3,000,000. Individual orders will not exceed $600,000. A minimum order of $1,000 is guaranteed on the contract each year. Other than the minimum, the Government will not be bound to place any additional deliveries under the awarded contract. Delivery orders may be performed at any of the VA owned or VA occupied properties within any of the three VA Pittsburgh divisions and leased spaces. Delivery orders and project types will vary from simple to complex and from well defined to those requiring full development of design options. Information may be readily available or may require the A/E to complete exhaustive investigative services. The nature of the projects will include, but not be limited to, interior renovations, and correction of facility or system deficiencies. The A/E will be capable of performing all necessary professional architectural and engineering functions required to accomplish assigned projects, with or without direct VA Assistance. The A/E firm shall include a multidisciplinary design team capable of providing a variety of professional services. Design services may require architectural, interior design, civil, structural, Mechanical, Electrical, Plumbing (MEP), licensed fire protection engineer, licensed environmental engineer. Work may include but will not be limited to: 1.Project analysis and investigative reports 2.Conceptual designs 3.3rd Party Environmental Engineering reviews 4.Site, exterior and interior layouts and designs 5.Interior furnishings and finish schedules 6.Schematic development including advantages, disadvantages, and budgetary costs for multiple concepts. 7.Project cost estimating at each phase and scheduling 8.Construction period services may be required, but are limited to review of equipment, samples, mock ups, shop drawings and other related construction submittals and documents, project site construction inspections/site visits and reports, as-built drawings and digitizing or manual as built drawings into AutoCAD. 9.The A/E team shall possess a thorough working knowledge of VA standards, specifications and design criteria as required by http://www.cfm.va.gov/TIL. The A/E will also possess a thorough working knowledge of all construction, Life Safety and ADA codes, National Environmental Protection Agency (NEPA) standards. The A/E will also possess a thorough working knowledge of applicable VA Handbooks and Directives. A/E must comply with the Pittsburgh HVAC Design Guide which is included in this scope of work. A/E must comply with Telecommunications Standards Guide which is included in this scope of work. A/E must comply with all standards, codes, requirements, and regulations indicated in this scope of work 10.All specifications with the exception of specialized and outdated specifications shall be edited to VA standards. Current VA Standards, specifications and design information may be accessed and downloaded on the worldwide web http://www.cfm.va.gov/til/. All contract drawings shall be produced on AutoCAD (Latest Version) for Windows NT. CD's of the drawings shall be provided. VA standard AutoCAD layering Title block shall be utilized. All specifications and written documents shall be provided in Latest Version of Microsoft Word for Windows. Any required scheduling shall be provided on the Latest Version of Microsoft Project. 11.The A/E will also possess the ability to provide construction management capable of monitoring the construction project initiated by VA on a daily basis, and using VA standards, methods and qualifications for COR's, which includes, but is not limited to coordination of daily activities, utility shutdowns, worksite inspections, and progress payment reports. 12.At initial request from VA for service, if VA requests site visit, A/E team must be onsite within 3 days of this initial request. 13. A/E team must provide task order costs within 7 days of site visit upon VA request for cost. 14.Once task order is awarded, A/E team will commence task order within 3 days. 15. A/E team to consist of: a.Project Manager (Licensed) b.LEED AP Manager (Accredited c.Quality Assurance Manager (QA/QC Plan) d.Architecture (Licensed) e.Civil Engineering (Licensed) f.Mechanical Engineering (Licensed g.Commission Authority CxA (Certified) h.Electrical Engineering (Licensed) i.Fire Protection Engineer (Licensed) j.Cost Engineering k.Geotechnical Engineering (Licensed l.Historical Architect m.Environment Engineer (Licensed) This procurement is 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The NAICS code is 541330 and the small business size standard is $14 million. Interested firms who can meet the requirements identified herein shall submit three (3) copies of current Standard Form 330, Architect-Engineer Qualifications (available on-line) and include the same information on a disk so it can be filed electronically. As per FAR 52.204-4(b): The Contractor is required to submit paper documents, such as offers, letters, or reports that are printed or copied double-sided on paper containing at least 30 percent postconsumer fiber, whenever practicable, when not using electronic commerce methods to submit information or data to the Government. The outer envelope MUST clearly identify the Solicitation Number (VA244-13-R-0413) and the project name (AE IDIQ Services). Hand delivered packages will also be accepted. In addition to the SF 330's, please include a cover sheet containing the following information: NAME, ADDRESS, POINT OF CONTACT, AND EMAIL OF COMPANY NUMBER OF COMPLETED AND/OR CURRENT VA PROJECTS SOCIO-ECONOMIC STATUS OF AND DUNS NUMBER FOR CONTRACTOR AND ALL PROPOSED CONSULTANTS Phone inquiries, faxes, and electronic submissions will not be accepted. The deadline for receipt of SF-330's is August 8, 2013 at 4:30pm EST. Selection criteria shall be in accordance with FAR 36.602-1 and VAAR 836.602. Prime A/E firm must be verified in www.vetbiz.gov as SDVOSB. This is not a request for proposal. The Government is under no obligation to award a contract as a result of this sources sought announcement.
