- Space and Naval Warfare Systems Center Pacific hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price (FFP) contract on a noncompetitive basis with Oceus Networks, 1985 Preston White Drive STE 300, Reston VA 20191, for Ericsson components of the Mobile User Objective System (MUOS) Ground Transportation Segment (GTS) Network including: one radio network controller, one radio base station, one satellite simulator, one asynchronous transfer mode switch, power equipment, and ancillary integration, training, and support services. In accordance with a distribution agreement with Ericsson, Oceus Networks is the exclusive provider of Ericsson communications technologies for the Department of Defense. As part of this relationship, Oceus Networks is the only integrator able to implement innovative solutions to this market manufactured by Ericsson in 3G mobile technologies. Oceus Networks provided the Navy's MUOS Program ground segment equipment (Radio Base Stations, Radio Network Controller, and Core Network) and maintains knowledge of the MUOS Program's configuration and hardware baseline as part of sustainment and sparing for the lifecycle of the system. The Navy used this hardware and initial 3G software baseline as the basis for custom military modifications made to the software to meet MUOS requirements. The Government seeks to re-procure the exact same baseline of equipment for independent software testing and porting. The same baseline must be used because the government-acquired MUOS software code that implements the MUOS functionality will only run on the equipment that it was developed on, and DOD Certification, by policy, must be performed on operationally representative equipment. Simulators, emulators and other test equipment procured from other vendors would be subject to strict validation, and re-validation would have to recur every time there is a software modification. Based on the aforementioned facts, only one responsible source and no other supplier or services will satisfy agency requirements in accordance with FAR 6.302-1. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that they can fulfill the requirement of providing this equipment and services may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis within 15 calendar days of publication, and must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of products and services provided. No telephone responses will be accepted.
