Description

Sources Sought Notice for procuring Artists to design artwork for Interior/Exterior of building The Network Contracting Office (NCO) 21 is issuing a Sources Sought to determine if there are any Service Disabled Veteran Owned, Veteran Owned, Women Owned Small Businesses as well as any other Small Businesses that can provide art design, construction and installation services for the interior and exterior of a building known as Defender's Lodge at the Department of Veterans Affairs Palo Alto Health Care System, located adjacent to the Fisher House. The Defender's Lodge is a newly constructed building that will serve Veterans for decades. The new building is two stories with the capability of adding another 25 beds on a third floor. It will have 52 suites offering 104 beds upon completion. It is anticipated to be completed by the summer of 2013. The art created for this building should be considerate of the fact that it is located in a mental facility, should integrate well with the architecture of the building, and should reflect the spirit of the VA. The selected artist will work with the A/E firm that designed the building to ensure that the art integrates well with the architecture of the building. The proposed NAICS code is 541490 and small business size is $7 million. There is no formal solicitation document at this time. However, interested firms should send their company information by email to Leala.Jew@va.gov no later than July 22, 2013 by 4pm, Pacific Standard Time. Information should include: Name of your company, POC name, phone numbers, email address, DUNS number, if any, GSA Contract number and socio-economic status. The period of performance shall be 180 days from receiving Notice to Proceed. Short Description on Scope of Work: The Contractor is to develop a preliminary concept that determines the artistic expression of the work, including its scope, design, location, size, material, color, texture, and all other aesthetic and material aspects of the work. Preliminary concept may consist of drawings, models, photographs, or digital renderings and animations, as applicable, plus supporting narrative materials that clearly convey a meaningful concept of the artwork and its relationship to the building or site design. The Contractor will provide two identical sets of photographic documentation and information on fabrication, materials, and installation to the project manager. The Contractor is to provide a statement about the completed artwork that contains the artist's thoughts about the genesis, fabrication, installation, meaning and defining characteristics of the completed artwork, as well as any other details the artist can provide about the commission. The Contractor upon completion of the artwork, install the art as per approved plans. The Contractor is expected to participate in the opening ceremony, provide VA with maintenance instructions for the finished work, etc. DISCLAIMER This Sources Sought notice is issued solely for information and planning purposes only and does not constitute a solicitation.
