Description
The Naval Air Warfare Center, Weapons Division (NAWCWD), China Lake, CA is soliciting on a full and open competition basis a Firm Fixed Price (FFP) contract for a F/A-18 E/F/G alignment fixture. The following requirement will be a 100 percent Small Business Set-Aside to fulfill Fleet Readiness Center Southwests (FRCSW) need for the procurement of an F/A-18 E/F/G alignment repair fixture. The new fixture will locate and securely hold the Fuselage of an F/A-18 E/F/G aircraft while it is separated into subassemblies to facilitate repair procedures. The airframe will then be reassembled in the Fixture maintaining compliance with blueprint specifications. The contractor shall disassemble, remove, and de-militarize the existing fixture prior to the start of installation. The F/A-18 E/F/G shall be built in accordance with the statement of work and technical data package which will be available through Federal Business Opportunities once the Request for Proposal is released on or about second August 6th and contract award will be on or about late November 2013. The Contractor shall provide for: (1) a team of qualified personnel capable of building and delivering the F/A-18 E/F/G alignment fixture in accordance with the statement of work and Government specifications; (2) provide customer support in accordance with the statement of work; (3) delivery of any data requirements defined in the statement of work; (4) shall not be a foreign company. Drawings and specifications referenced in this synopsis and the forthcoming solicitation are restricted by the Arms Export Control Act and are ONLY available to vendors/contractors appointed data custodians that are registered with the Defense Logistics Information Services (DLIS) Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/. Restricted drawings and technical information will be available via the Federal Business Opportunities Website at http://www.fbo.gov, as an attachment to the solicitation. It is anticipated that the solicitation will be available for download on or around 25 July 2013. The closing date of the solicitation will be 26 August 2013, unless a later date is specified in the solicitation. The RFP will be posted on the Navy Electronic Commerce Online (NECO) web link at https://www.neco.navy.mil and will also be available for download at http://www.fbo.gov. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. A bidders list will not be maintained by this office, no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and any associated amendments prior to the date and time set for receipt of proposals, may render an offer non-responsive and result in rejection of the same. Respondents, other than small businesses, should submit, at a minimum, their qualifications and any other information considered pertinent to the requirement to the Contracting Officer no later than 15 days after the publication date of this notice. It must clearly show the firms ability to be responsive without compromising the quality, accuracy or reliability of the services without causing programmatic hardship. All responsible sources may submit a capability statement which shall be considered by the agency.
