Description
e-OSCAR-web SYSTEM DESCRIPTION OF SERVICES VA-DMC requires access to an online automated system that enables credit reporting agencies and data furnishers to create and respond to consumer credit history disputes. The online automated system must include the four recognized credit reporting agencies; Equifax, Experian, Innovis and TransUnion, as well as independent credit bureaus and mortgage reporting companies. The system must support automated credit dispute verification and automated universal data form processing. The system must also provide data furnishers to send "out-of-cycle" credit history updates to the credit reporting agencies. APPLICABLE DOCUMENTS Documents referenced or germane to this Performance Work Statement (PWS) are listed below. In the performance of the tasks associated with this Performance Work Statement, the Contractor shall comply with the following: Sections 504 and 508 of the Rehabilitation Act (29 U.S.C. § 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998 PERFORMANCE DETAILS Performance Period The period of performance shall be 10/01/2013 - 09/30/2014 (Prefer option years ) Place of Performance All services shall be provided at the VA-DMC BHWFB 1 Federal Drive, Fort Snelling, MN 55111. Hours of Operation: Monday through Friday, 6:45 a.m. to 4:30 p.m. SPECIFIC TASKS AND DELIVERABLES Reporting Access to All Four Credit Bureaus Provide DMC reporting access to all four credit bureaus: Equifax, Experian, Innovis, and TransUnion, as well as independent credit bureaus and mortgage reporting companies. The credit bureau online access tool must be able to receive and process disputes electronically without postal delays. Toll-Free Help Desk Support The vendor must provide a toll-free help desk for user support. In addition, the vendor must provide Web conference training with an application based tutorial. Secure Socket Layer Encryption (SSL) The vendor must provide a secure, controlled access environment and auditable and secure transaction audit trails. Unique password login must be required with 128 bit Secure Socket Layer Encryption (SSL). Quantity and Cost The vendor will provide a Quantity of 40,000 units with an estimated unit cost of $0.30. The VA-DMC will send required information electronically to a secure website. The vendor will then match information received from DMC to a secure website and return the requested information within three (3) calendar days from date of receipt.
