Description
(i) The Government intends to negotiate on a sole source basis with National Institute for Research in Tuberculosis to provide Field Support Services in accordance with the format in Subpart 12.6, as applicable, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI-RML6-13016 and the solicitation is being issued as a Notice of Intent on a sole source basis. (ii) The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-68 dated June 26, 2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 541712 and the small business size is 500. (iii) This Notice of Intent is to perform clinical trials to evaluate chemotherapy for both pulmonary and extra-pulmonary tuberculosis, development of immunologic and molecular-based diagnostics for tuberculosis, mycobacterial genomics, epidemiologic studies on tuberculosis incidence and prevalence, as well as operational research on tuberculosis control. To understand the interaction between HIV and tuberculosis, and between mycobacterial infections and other infectious diseases (particularly parasitic infections). The procurement requires that funds shall be paid by the vendor for medical and ancillary personnel in Chennai India to provide: 1. Laboratory supplies to carry out field-based projects as part of the DIR’s funded International Center for Excellence in Research (ICER) that will support research in India on filarial infections, tuberculosis and HIV. 2. All required costs associated with carrying out said clinical evaluations. Vendor must have: 1. Research publication record on the influence of filarial and other helminth infections on the cellular immune response to purified protein derivative (PPD) of Mycobacterium tuberculosis 2. Research publication record on the comparative genomics of Mycobacterium tuberculosis, and on the interaction between HIV and helminth infections. 3. Multiple teams of three members each who will travel from Chennai to Chengulput and Kanchiparum India, 5 days per week and perform clinical, epidemiologic, microbiologic and immunologic assessment of approximately 5500 persons. 4. Teams able to obtain demographic information, administer questionnaires, histories, physical examinations, mobile chest X-rays, sputum collection, blood drawing, stool examinations, and perform a filarial circulating antigen test plus data collection. The procurement will only provide the supplement costs required below which include: 1. Mileage and petrol for vehicles 2. Individual field expenses. 3. Equipment and supplies: a. Local communication equipment b. Locally purchased consumables and plastic ware c. Immunological reagents that can be purchased locally (and thereby not break the cold chain) 4. Office supplies 5. Maintenance contracts for NIH owned equipment 6. Operational Costs – HVAC/Electrical to NIH/NIAID Building (iv) Place of service is at the NIRT in Chennai, India. (v) The following FAR clauses apply to this acquisition: 52.212-3 Reps & Certs 52.212-4 Contract Terms and Conditions Commercial Items 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (vi) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award (https://www.sam.gov), during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. Award will be based on the capability of the item offered to meet the above stated salient characteristics, technical capabilities, price, delivery, past performance, and the best value to the government.
