Description
The U.S. Environmental Protection Agency (EPA) is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for HISPANIC MASS MEDIA, TRANSLATION AND OUTREACH SERVICES FOR EPA?S OFFICE OF CHILDREN?S HEALTH PROTECTION. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541930, Translation and Interpretation Services. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary and the Government assumes no financial responsibility for any costs incurred. A draft Statement of Work (SOW) is provided at the following web address: http://www.epa.gov/oamhpod1/oppts_grp/13jg009/index.htm If your organization has the potential capacity to perform these contract services, please provide the following information: (1) organization name, address, Data Universal Numbering System (DUNS) number, point of contact information (i.e., individual?s name and title, email address, and telephone number), and business size and type of ownership for the organization (e.g., large, small, disadvantaged); and (2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Additionally, if work in the SOW can be provided via an active federal supply schedule (FSS), provide the General Services Administration (GSA) FSS contract number. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. In addition, standard brochures and/or paraphrasing o f the SOW will not be considered a sufficient response to this notice. The total estimated price/cost of this procurement is $500,000.00 over a total potential five (5) year performance period (i.e., base period plus four option periods). The Government will evaluate market information to ascertain potential market capacity to: (1) provide similar services consistent in scope and complexity of the SOW; (2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar tasks; (3) implement a successful project management plan that includes: compliance with schedule requirements, cost containment, hiring and retaining personnel, and risk mitigation; (4) identify any potentially significant organizational conflicts of interest; and (5) any comments and/or concerns regarding the SOW or subject prospective procurement. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL OR DISADVANTAGED BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Additionally, multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to organizations regarding their submission in response to this notice. SUBMISSION INSTRUCTIONS: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice, of NO MORE THAN five (5) single-sided pages by 4:00 PM ET on Wednesday, 24 July 2013.
