- The USACE Marine Design Center of the U.S. Army Corps of Engineers (USACE) intends to initiate an Invitation for Bid (IFB) procurement for providing labor, materials, and services to dry dock and convert an old fuel oil barge to a drift storage barge. The vessel is currently stationed at the USACE Caven Point facility. The vessel's primary mission will be storing debris removed from the New York Harbor by the New York District. The work to convert the barge from fuel oil service to debris storage service consists of, as a minimum: Drydocking and launching of the vessel. Removing water from the bilges and voids. Removing residual fuel oil from the cargo tanks, gas-freeing tanks, and cleaning tanks. Removing the existing ullage hatches, piping, and equipment from the main deck. Plating over deck penetrations. Constructing cargo box on the main deck for debris storage. Cleaning and painting the exterior of the vessel. Install zinc anodes. There will be Liquidated Damages associated with this procurement. Bonding will not be required. The Invitation for Bid Number (IFB) W912BU-13-B-0020 is intended to be available on or about July 24, 2013. Hard copies will not be available. No written or fax requests will be accepted. Contractors may download the solicitation (including drawings) and any amendments via the hyperlink to the FedBizOpps website, www.fbo.gov, on (or after) the issue date. The official media of distribution for the IFB is the Web. All amendments to the IFB will be posted to the FedBizOpps website. It is the offeror's responsibility to monitor the FedBizOpps website in order to access the solicitation. Offeror's are responsible for printing copies of the IFB and any amendments. Bids will be due on, or about August 27, 2013. NAICS code is 336611. Prior to the award of any contract under this solicitation, the successful Offeror will be required to enter into a quote mark Master Agreement for Repair and Alteration of Vessels quote mark. Offerors that have entered into the agreement prior to this solicitation need not comply with this clause. All contractors are required to be registered in the System for Award Management (SAM) before award as required by DFARS 204.7300. Information on getting registered may be obtained by accessing the SAM website at www.sam.gov. Instructions will be included in the solicitation. Also, firms who receive a Federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS Report on your employment of targeted veterans.
