Description
This is a combined/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID-NOI13-D1636713 and the solicitation is being issued as a Notice of Intent on a sole source basis. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-68) date of June 26, 2013. This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business Set-Aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure from Genecopoeia Inc, at this time is the only known source for establishing custom recombinant SAA stable expressing CHO cell lines. This is a custom recombinant protein expressing CHO cell line order. The protein of interest is Serum Amyloid A. We are developing a large scale recombinant protein expression system for a gene, named Serum Amyloid A (SAA) for protein crystallography. The need is to obtain over 20-50mg of recombinant protein for crystallization and functional experiments. Currently the commercial recombinant SAA proteins are expressed using E.coli, which is not suitable for our functional study due to the high endotoxin activities. Each round of GS amplification will take at least 5 weeks (3 weeks for MSX selection and two weeks for single cell cloning and screening), total 18 weeks. Material: GS selection need dialyzed FBS, GMEM culture medium, ELISA reagents, et al. The estimated time to complete the custom recombinant cell line work is 18 weeks. Award will be based on: 1) Technical capabilities to meet the required specifications, 2) price, 3) delivery. Order information to include 18 weeks ARO, shall be stated. The North American Industry Classification System (NIACS) Code for this acquisition is 541711, and the small-business size standard is 500 employees. This is a fixed-price contract and the FOB terms are 'Destination' and Net 30. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://sam.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM at www.sam.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the System for Award Management will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
