Description
The U.S. Army Contracting Command-New Jersey, ACC-NJ, Picatinny Arsenal, New Jersey 07806-5000, on behalf of the Program Manager-Maneuver Ammunition Systems (PM-MAS), intends to issue a Solicitation for the procurement of the 105mm M724A1E1 Target Practice, Discarding Sabot with Tracer (TPDS-T) Kinetic Energy Cartridge. The M724A1E1 round supports live-fire training for the Stryker Mobile Gun System (MGS) crews in the Stryker Brigade Combat Team (SBCT). The M724A1E1 shall be manufactured and produced in accordance with a Government owned Technical Data Package (TDP) and the requirements of the Statement of Work (SOW). The M724A1E1 TPDS-T is designed to look and feel like the M900 Tactical Kinetic Energy Cartridge and replicates its exterior ballistic performance out to 2-3km (Threshold-Objective). It is required to be range limited to 7km when fired at 10 degrees elevation. It incorporates an aluminum sabot and steel core with aluminum drag, conical fin. It will also use standard tank ammunition components including M14 Propellant, Thickwall primer and M148A1B1 Steel Cartridge Case. It is the Government's intention to solicit this requirement as a Full and Open Competitive acquisition. The Government intends to fulfill this requirement via a single Five (5) year Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Firm Fixed Price Delivery Orders to be awarded on a Best Value Basis. The solicitation will consist of one year Low Rate Initial Production (LRIP) and four subsequent ordering periods of Full Rate Production (FRP). The maximum contract value is anticipated at approximately $42.10M; the contract minimum will be approximately $27.97M. It is anticipated that this solicitation will be posted on the Army Single Face to Industry (ASFI) Acquisition Business website located at https://acquisition.army.mil/asfi/ on or about 19 August 2013. The deadline for all proposals will be 30 days after issuance of the solicitation. Since this is Full and Open Competition, it is the responsibility of all contractors to follow all export and import laws and regulations. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP). Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This notice should not be construed as a commitment of any kind by the U.S. Government.
