Description
Notice of Intent to award sole source purchase order to Nelligan Sports Marketing, Inc. The award will be made for the purchase of the services described below. This procurement is being conducted under Federal Acquisition Regulation (FAR) Part 6.302-1, only one repsonsible source and no other supplies or services will satisfy requirements and FAR Part 13, Simplified Acquisition Threshold. All inquiries and concerns must be emailed to SSG Jonathan Forren at jonathan.d.forren.mil@mail.mil no later than 4 pm central time on July 20, 2013. A determination to not compete this requirement is within Governement's discretion as Nelligan Sports Marketing has sole marketing rights on MTSU Campus. Any response to this must show clear and convicing evidence that competition would be advantageous to the government in future procurements. POC is contract specialist SSG Jonathan Forren at jonathan.d.forren.mil@mail.mil The following justification and approval is provide for only one responsible source and no other supplies or services will satisfy agency requirements: 1. This request is for justification for other than full and open competition for the Recruiting and Retention Command of the TNARNG. 2. This request is for the True Blue Partner with Middle Tennessee State University for advertisement and marketing who has contracted their services through Nelligan Sports Marketing, Inc.(NSM) 3. The True Blue Partnership would include an athletic partnership for Football with onsite opportunities such as: display space at six (6) home games, on-field presentation of a swearing in Ceremony recognition at one (1) home game, and Video Board of one (1) National Guard Video per home game. Basketball (Mens and Women): Signage including digital advertising on four (4) corner court digital boards. Onsite Opportunity of display space at two (2) home games. On-Court presentation such as swearing in ceremony at one (1) home game and one (1) National Guard Video spot per game on video board. Multiple sign locations in the student recreation center along with, if available space, display space. Branded wrap of one (1) Raider Xpress bus stop which TNARNG is responsible for production and installation. This partnership also includes the Contest of Championship Partnership/Band Competition: Logo identification on all trophies. On-site includes Display space on Floyd Stadium concourse along with Banner signage which is two (2) banner locations in main traffic areas. Public Service Announcements which will be provided by the TNARNG Marketing Department throughout the preliminary and finals competition. Estimated value of this is $30,500.00 4. Statutory Authority: FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. 5. Middle Tennessee State has all sports marketing contracted through Nelligan Sports Marketing. Any sports advertising done on campus must be contracted with Nelligan Sports Marketing. 6. An effort was made to identify other contractors using the GSA Federal Supply Schedules, and a notice of awarding this contract as a sole source will be posted on FBO for 30 days after award. 7. It was determined by using the previous agreement with Recruiting and Retention and Vanderbilt University for the same type of advertising that the prices offered by Nelligan Sports Marketing are determined fair and reasonable. 8. Market Research was conducted in researching other types of firms that offer that service via GSA Advantage and internet search engines, and was successful in finding similar agencies that offer the services. 9. There are no other facts supporting the use of other than full and open competition. 10. No other sources have expressed an interest in this acquisition as NSM is the sole provider of sports advertising for Middle Tennessee State University. 11. No actions to remove barriers to competition will be taken as NSM is the only company that provides these services on MTSU's campus. 12. This justification is accurate and complete to the best of my knowledge and belief. STATEMENT OF WORK 1. SCOPE: This SOW cover advertising and management support services for a advertising partnership with Middle Tennessee State University.
