- The Department of Veterans Affairs, VA Providence Medical Cneter, has a requirement for informatics subject matter expert services for research purposes. A fixed price IDIQ contract with a base of October 1, 2013 through September 20, 2015 is anticipated and shall be awarded. It is the Government's belief that only the proposed vendor possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate only with this source. Please refer to the Sole Source Justification. This is not a solicitation or a request for additional sources; it is notice of intent to sole source a requirement. Inquiries/information received after the established deadline shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1.Contracting Activity: Department of Veterans Affairs, VISN 01, VA Providence Medical Center 2.Nature and/or Description of the Action Being Processed: The service being requested is that of informatics specialist, XXXXX. Possessing over 20 years experience working with CPRS/VISTA, he will provide critical support for data systems required to support research from VHA national data from a variety of sources as needed for grants within The PRIME Center. 3.Description of Supplies/Services Required to Meet the Agency's Needs: The Informatics Specialist will provide informatics research and development support for VA projects led by a range of VA investigators and staff. This support will include activities such as: · extracting and helping analyze data from VA electronic medical record systems and other clinical information systems, · implementing, maintaining, and testing clinical decision support capabilities in the context of the VA's information systems, · implementing, maintaining, and testing natural language processing tools and approaches to analyze textual data in the VA's information systems, · implementing, maintaining, and testing software in support of mobile computing and IVR (interactive voice response) projects, · implementing, maintaining, and testing of new informatics query and quality assessment software tools related to VA data, · helping maintain the research facility's computing resources, · helping with IRB-related issues that involve informatics, · helping provide informatics-related sections to be included in publications and presentations describing the research performed, · helping provide informatics-related sections to be included in grant applications for VA projects that require informatics support, · other types of research informatics support required for the specific projects being carried out by the VA investigators and staff that need the Informatics Specialist's assistance. Period of Performance: 60 months from Date of Award 4.Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304 as implemented by: (X) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): XXX, is a highly specialized expert who has worked with CPRS/VISTA for over 20 years. He is experienced with querying data from VISTA, CDW and other large data sources. He will work in the context of the VA Vista EMR and Regional Data Warehouse (Region 4 RD4) to oversee design, development and test data systems that will be used by VA researchers to query retrieve VISTA EMR data and use VISTA metadata to implement and evaluate Veteran personal health record data for research from RD4, VINCI, CDW, and VISTA. Data includes sensitive material. "XXX already has the following access in addition to standard VA access: "National Security approval for access to real social security numbers for acquiring research and operational data from the VA National electronic medical record Corporate Data Warehouse "VINCI and CHIR access, which is required for acquiring CDW data "VA VistA operational and research access. "NPCD access for the medical SAS datasets "Vital status access required for death and follow up information "DSS access necessary for labs and pharmacy data "OEF/OIF roster access required for cohort identification and demographics If XXX is not selected, there will be significant delays and costs to the VA and the associated projects. These projects are ongoing and have specific timelines and required progress reporting periods. Selecting someone who does not possess the necessary training or access will result in project delays and hourly rate payments for the contractor to complete trainings, familiarize him/herself with VA needs, and obtain required access. In the event that XXX is not hired, the following delays are anticipated: "Processing of WOC appointment "PIV/background check process "Completion of VA Mandatory Trainings "Training on how to use and access the VA Computer System "Acquisition of the various access/permissions outlined above "Extensive training on what data sources are available in VA electronic medical record data, and where and how to access it and the quality of the data sources. There are over 6000 data files within VistA alone. Thus, the nature of the harm VA could experience could be extensive if Mr. XXX were not awarded a follow-on contract. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: A sources sought synopsis will be posted in Federal Business Opportunities and any capability statements received will be forwarded to the using service. However, giver XXX extensive experience (over 20 years), it is highly doubtful any equally qualified source will be identified. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: in accordance with FAR 13.106-3, price analysis using prices determined fair and reasonable under previous contracts will be made. XXX has held several contracts over the last few years. Under each of these the hourly rate has been steady at XXX/hour. Market research conducted for the current contract (VA241-P-2293) indicated hourly rates for similar services were significantly more, e.g. over XXX/hour. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: There was no market research conducted due the fact that we have worked with XXX under the past three contracts and he has an existing contract for FY13 (VA241-P-2293). 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: As stated above, we have worked with XXX on multiple contracts and all were awarded on a sole-source basis: VA241-P-2293 - current VA241-P-2318 - current VA241-P-2191 - ended in 2012 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: XXX possesses highly desirable skills and experiences as well as all the required access authorizations and certifications. This makes retaining him as a service provider a great benefit to VA. The needs of the Veterans assisted by VA's extensive research programs would best be served by awarding a follow-on contract to him. The VA researchers monitor changing technology and the marketplace but XXX qualifications make him the most desirable candidate.
