- IBM Letter of Sole Source Statement of Work The Defense Human Resources Activity (DHRA) intends to award a sole source delivery order to International Business Machines Corporation (IBM), 6710 Rockledge Drive, Bethesda, MD 20817 off of their GSA Schedule. This task order will be awarded in accordance with FAR Part 8.405-6, Limited Sources, Multiple Award Schedule Program. DHRA requires contractor software maintenance/license support to provide support to the Defense Manpower Data Center (DMDC). DMDC currently operates an IBM z10 Series Mainframe at DoD Center, Seaside, CA. DMDC requires upgrades from N03 to O03 for current licenses, subscriptions, and support of the mainframe. The O03 upgrade will provide full functionality required to maintain and support business continuity and safeguard DMDC Personal Identifying Information (PII). This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting this requirement as stated in the attached Statement of Work (SOW) may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under in accordance with FAR Part 8 and Part 12. This action incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-68 Effective 26 June 2013 and DPN 20130705.
