SOURCES SOUGHT ANNOUNCEMENT The Defense Information Systems Agency ( DISA) is seeking sources for Information, Communications and Technologies Support for Afghanistan Telecom Advisory Team (ATAT) CONTRACTING OFFICE ADDRESS: Defense Information Systems Agency (DISA), Defense Information Technology contracting Organization (DITCO), PL8311, 2300 East Drive, Bldg 3600, Scott AFB, IL 62225-5406 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. DISA is seeking potential sources to provide a senior level, experienced individual with Information, Communications and Technologies (ICT) advisory, governance, policy, analytical and program management skills to support Internal Security Assistance Forces (ISAF) efforts to develop, promote and implement a cohesive ICT strategy. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. REQUIRED CAPABILITIES: The Government requires on-site support to focus on supporting the priorities and programs and enabling the achievement of the goals of the Ministry of Communications and Information Technology (MCIT) and the Afghan Telecom Corporation (Aftel) including, but not limited to, the development and sustainment of critical infrastructures needed for domestic, regional and international fiber interconnects; development and sustainment of advanced cellular infrastructure needed for deployment of mobile voice and broadband services; and the development and sustainment of functional and technical human capacity within the MCIT, ATRA, and Aftel needed to further develop and grow the ICT sector in Afghanistan. The Government envisions support that meets the following program requirements. •1. Strategy Development. Assist in developing a strategy and plan to enable the completion of a robust Afghan national ICT backbone infrastructure supported by robust and sustainable fiber and microwave terrestrial networks, voice and broadband wireless services, and international/regional gateways. Assist in establishing a terrestrial network provisioning and management capability, if and as required. •2. Business Plan Development. Assist in exploring business plans to improve the viability and profitability of Afghan Telecom, including possibly conducting a "due diligence" investigation to assess the organization's operations and financial situation. •3. Private Sector Development. Assist the MCIT to develop and implement a plan to make Afghan Telecom sustainable as an enterprise through private sector development mechanisms (privatization, joint venture, managed services). •4. Telecommunication Expertise. Assist in assessing the status of the fiber network implementation, operation, and maintenance and the ability of Afghan Telecom and other fiber service providers, if any, to provide and sustain service to support Coalition C4ISR connectivity and performance requirements. •5. Provide on-site assistance to MCIT, the Afghan Telecommunication Regulatory Authority (ATRA) and Aftel regarding implementation of the e-Afghanistan National Priority Program (NPP) as endorsed by the Joint Coordination and Monitoring Board (JCMB) to strengthen legal, regulatory, policy and institutional framework to encourage e-government, m-government and expansion of the Afghan telecommunications network. SPECIAL REQUIREMENTS Must have Secret clearance. Place of Performance: Kabul, Afghanistan The contractor is responsible for daily logistics and life support (housing, billeting, transportation, personal security, etc). The contractor will have sole liability for security protection of contractor personnel in Afghanistan. The contractor is responsible for gaining approval for Personnel Security Detail through the Afghan Public Protection Force (APPF). Daily travel required to ISAF Headquarters and the MCIT. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541611 with the corresponding size standard of $14M. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses should include: •1) Business name and address; •2) Name of company representative and their business title; •3) Type of Small Business; •4) Cage Code; •5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Contractors who wish to respond to this should send responses via email NLT 24 July 2013, 4:00 PM Eastern Daylight Time (EDT) to kevin.m.wolfe2.civ@mail.mil. Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
