- This notice is for market research and planning purpose only and does not obligate the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The information obtained from this Request for Information (RFI) will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. The Department of Commerce (Department) supports the Government of the Islamic Republic of Afghanistan's (GIRoA) efforts to develop its private sector as cited in the Afghanistan National Development Strategy. The Iraq & Afghanistan Investment and Reconstruction Task Force (Task Force), within the International Trade Administration, leads the Department's efforts for commercial development in Afghanistan. The Department's vision for Afghanistan is a market conducive to trade, investment, commercial development, and a prosperous and sustainable private sector. The Task Force works with many partners such as U.S. and Afghan businesses, the Afghan Builders Association, the Afghan Chamber of Commerce and Industry, and the American Chamber of Commerce Afghanistan in capturing the potential of Afghanistan's industries. These target industries include carpet, mining, agribusiness, and construction. The Task Force has designed a project to help develop human capital in strategic Afghan sectors with a goal of creating sustainability in these industries. The initial programs focused on the marble and carpet sectors. The Task Force is now embarking on a program focused on Afghan's construction industry. Afghanistan has experienced a growth in the construction sector in recent years due to foreign donor supported projects. As these donor programs decline, the Afghan private sector, particularly the construction sector, will experience a decline in demand. Consequently, the construction sector, like all foreign assistance supported sectors in Afghanistan, faces significant uncertainty post 2014. Several national governments, in particular the United States, have made military commitments until 2014, at which time foreign troops will withdraw and GIRoA is to take full control of security in Afghanistan. The declining donor footprint and foreign military presence in Afghanistan post 2014 will transform the construction sector as the customer base moves from donor supported projects to commercial market based projects. The U.S. Department of Defense accounted for approximately 50 percent of total demand in FY2010. The U.S. Army Core of Engineers, for example, committed $1.66 billion USD for FY2011 and $2.93 billion USD in FY2012 for construction projects alone. It is estimated that the market value of the construction sector will be relatively stable then steadily decline towards 2014 as the international community's support diminishes. The Task Force requires assistance to produce a report that would identify possible practical actions to lessen the economic impact of the transition on the Afghan construction industry and help Afghanistan develop a market based, sustainable construction sector. This study should use all existing data, e.g. USAID's "Afghanistan Construction Sector Value Chain," as well as newly developed information. The objective of this work is to help Afghanistan develop a market based construction sector and to produce recommendations to the Department for potential actions to assist Afghanistan to develop an economically robust and sustainable construction sector. The contractor shall be responsible for performing the following tasks: a) Hold planning kick-off meeting to discuss program after award. b) Provide Afghan construction industry assessment plan. c) Meet with and interview U.S. Interagency team assembled by the Department to assess residual construction industry programs in Afghanistan and throughout the Afghan and U.S. Governments, so as to determine value added to whole-of-government strategy. d) Hold a roundtable meeting with U.S. private sector companies undergoing construction projects in Afghanistan to address Operations and Maintenance issues, as well as plans for during and after the security transition. e) Perform analysis and interviews on current state of construction industry in Afghanistan. f) Perform analysis on the challenges and opportunities in the Afghan construction industry. g) Produce final report on the Afghanistan construction sector including challenges, opportunities and recommendations for programs/areas of focus for future construction industry development programs in Afghanistan. h) Hold closeout meeting after delivery of final report. Contractor shall comply with all GIRoA and U.S. Government civilian/military agency policies to meet the requirements of the SOW. The Contractor shall be responsible for providing all life-support and security services required for its personnel deployed to project locations. The Contractor responsibilities include all life support, communications, and transportation of materials, personnel, and equipment to work sites unless otherwise specified in the task orders. In addition, the Contractor shall be responsible for maintaining the security of its personnel, materials, and equipment. The Department anticipates Contractor personnel will primarily be working in Afghanistan, with additional work performed in the United States. The Contractor will have discretion on where to locate its personnel to best perform its obligations under the Contract. It is expected that time in Afghanistan for any single individual will not exceed 30 continuous days. The period of performance would be four (4) months from date of award. The U.S. Department of Commerce is requesting that interested contractors provide a brief capability/information statement demonstrating their ability to provide this service and provide the following information: The statement of capabilities should include: 1. Firm name, address, e-mail, telephone and fax numbers 2. Small business certification - 8(a), HubZone, Service Disabled Veteran or Women-owned. 3. Applicable contract vehicles (i.e. DOC, GSA, NASA SEWP) available for Government-wide use. 4. Past Experience - describe your experience of similar type, size and complexity to that which is the subject of this Sources Sought. 5. Provide a listing of three (3) most recent projects your firm has performed. 6. Your firms Data Universal Numbering System (DUNS) 7. System for Award Management (SAM) registered NAICS Codes. Interested parties should submit their responses in either a.doc or.pdf compatible format via email. Submissions should be no more than five (5) pages plus cover sheet.
