- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NIHDA2013274 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-68, dated June 26, 2013. This combined synopsis/solicitation is a set-aside for small businesses with NAICS code 333314: Optical Instrument and Lens Manufacturing and small business size standard of 500 employees. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisitions (SS/SA) Branch, on behalf of the National Center for Advancing Translational Sciences (NCATS) has a requirement for a voltage imaging electron multiplying charge coupled device (EMCCD) camera. The camera must meet the following specifications: 1. Active Pixels: 512 x 512 2. Pixel Size: 16 x 16 µm 3. Image Area (mm): 8.2 x 8.2 4. Image Area Pixel Well Depth: 180,000 e- 5. Gain Register Pixel Well Depth: 800,000 e- 6. Max. Readout Rate: 17 MHz 7. Frame Rate: 56 - 11,074 FPS 8. Read Noise: < 1 e- with EM gain 9. Dark Current: (e-/pixel/sec) @ -85°C 0.001 10. Digitization: 16 bit @ all readout speeds 11. Spurious background (events/pix) @ 1000x gain / -85°C 0.0018 12. TE cooling to -100°C 13. Single photon counting 14. Cropped Sensor Mode 15. Existing software for integrating camera control and image acquisition into IgorPro based electrophysiology acquisition software. The commodity shall be delivered within two weeks of award to: National Institutes of Health Porter Neuroscience Research Center Building 35 35 Convent Drive Bethesda, MD 20892 The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and technical performance considered. Price and technical performance will be considered of equal importance. Offerors must include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. Contract Terms and Conditions - Commercial Items per FAR clause at 52.212-4 apply to this acquisition. Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, found at FAR clause at 52.212-5, also apply to this acquisition. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must be received by July 17, 2013 at 6:00 PM EST and must reference solicitation number NIHDA2013274.
