AFRL has a requirement focusing on enabling the Air Force mission to perform Research and Development (R&D) and Operations and Maintenance (O&M) under an AFRL, Rome Research Site, RIE Division, Rome, NY contract. 1.1 The scope of this effort will include systems engineering, research, software development, integration management, requirements definition analysis, familiarization, documentation, security, testing, training, deploying, sustaining, system operation and administration for enhancing the Warfighter's situational awareness. IMIC-EE is a full spectrum Research and Development (R&D) Technology effort supporting the Warfighter mission/operational requirements in the area of data sharing and information management to all echelons across the Intelligence Community (IC) to include the Air Force, Joint, Coalition, Air, Space and Cyberspace agencies. Information for Operational and Tactical Analysis (IOTA) along with the suite of IOTA web-based applications/tools and web services will make up the primary software to be addressed under the IMIC-EE source selection. IMIC-EE will continue to support the Warfighter developing/enhancing/deploying/sustaining web-based services/applications for data access, collection, and dissemination, providing relevant and timely information from multiple disparate sources to decision makers, increasing the situational awareness. Key features/capabilities in the IOTA suite of services/applications include MISREP Analysis Tool (MAT), ISR Assessment Tool (IAT), Electronic Warfare Mission Tracker (EWMT) and J-Series Messages (JSMS). Key acquisition areas to include engineering on the edge, conducting agile, multiple, simultaneous, R&D and enhancement efforts tailored effectively with rapid response to Warfighter requirements in the face of highly adaptable, non-traditional adversaries, in addition to operationally maintaining and enhancing developed and fielded capabilities. Anticipated deliverables include software, hardware, and technical documentation. An indefinite-delivery, indefinite-quantity, cost-plus-fixed-fee (completion) type contract is contemplated with a scoped ordering period of 60 months. Taking into consideration the real world events currently unfolding, we presently contemplate the maximum ordering amount to be approximately $24,900,000.00 for this 60 month ordering period. Foreign participation is excluded at the prime contractor level. Foreign allied participation at the prime contractor level shall not be permitted for this effort. The successful contractor may receive and/or generate technical data subject to export control in the performance of the contract. Therefore, prospective offerors must provide a completed and approved DD Form 2345 which certifies the offeror is on the Certified Contractors Access List (CCAL) or the offeror is seeking application to CCAL. The successful offeror must have a completed and approved DD Form 2345 prior to award. For further information on CCAL, contact the Defense Logistic Information Service at 1-877-352-2255 or on the web at http://www.dlis.dla.mil/jcp/. It is the sole responsibility of the contractor to obtain an export control license from the U.S. Department of State and to comply with the federal laws and regulations. Questions concerning the International Traffix in Arms Regulations (ITAR) and export licensing must be directed to the U.S. Department of State's Directorate of Defense Trade Controls and not the Air Force Program Manager, Contracting Office, or Air Force Foreign Disclosure Office. This work requires a Top Secret facility clearance, a Secret level safeguarding capability and approximately ten (10) personnel with Top Secret Sensitive Compartmented Information security clearances for performance at time of award. Needed cleared personnel during performance should be clearly discussed in the proposal. In reference to the IMIC-EE effort, information can be obtained by contacting Government Program Manager, Mr. Richard Loreto, at (315) 330-3793, who will forward a copy of the IMIC-EE read library. Data contained within the read library is subject to export control restrictions. Access to IOTA tools source code is available at AFRL/RIEBB, Rome, NY location only. A Top Secret SCI security clearance is required to review the classified source code. Please contact Mr. Loreto five (5) business days in advance to arrange a time to review the code. Prior to access being granted, or copies of the IMIC-EE read library to be mailed, potential offerors must submit a copy of an approved DD Form 2345, Militarily Critical Technical Data Agreement, (may be obtained at http://www.dlis.dla.mil/default.asp ) which certifies the respondent is on the Certified Contractor Access List (CCAL) along with a letter from the Data Custodian designated on that form, authorizing access by whomever will be reviewing the library or source code. Responses to this Sources Sought are requested from small businesses and will be used for market research purposes and possible set-aside. Should the determination be made to select this as a small business set-aside, another notice will be posted reflecting such. The North American Industry Classification System (NAICS) code for this acquisition is 541512 and the size standard for small business is average annual receipts of $25M. Respondents to this announcement should indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business, or historically black college or university (HBCU) or minority institution (MI) (as defined by the clause at DFARS 252.226-7000). As discussed in FAR 15.502(b), in making small business set-asides, there must be a reasonable expectation that offers will be obtained from at least two responsible small business concerns and award will be made at fair market prices. For the R&D work there must also be a reasonable expectation of obtaining the best scientific and technological sources consistent with the demands of the proposed acquisition for the best mix of cost, performance, and schedules. The same considerations apply to any Historically Black College or University (HBCU)/Minority Institution (MI) set-aside. Therefore responses should provide a statement of capabilities and information demonstrating management and technical experience on similar acquisitions and resources necessary to successfully compete for this award. This information will assist the Air Force in make a set-aside decision. Please reference question number with each response. 1. To be considered capable, respondents must demonstrate knowledge/expertise in the following areas: a) Web-based software technology, Windows, Solaris, Cold Fusion, LINUX, Postgres, Oracle, JBoss, WebLogic, software virtualization, data visualization, database mining, disparate data sources, multi-source data integration, browser-based access, web publishing, Multi-Level Security (MLS) Guards, cross security domain technology, hardware-based security, thin client optimized video streaming technologies, and Department of Defense Intelligence Information Management Systems (DoDIIS), DoD Information Assurance Certification and Accreditation Process (DIACAP), and AF Network Integration Center (AFNIC) certification, accreditation and life cycle management process for software development and fielding. b) Net-Centric engineering principles, Global Information Grid Enterprise Services (GIG ES), Net-Centric Enterprise Services (NECS), Department of Defense (DoD) and AF Enterprise Standards and architecture, System Engineering practices and organization, Lifecycle Engineering and Technical Support (LETS), Configuration Management Database (CMDB), Coalition data sharing, Air and Space Operations Center (AOC) Weapon System (WS) functional and operational processes, Intelligence Community operations/integration processes, Intelligence Community data and meta data standards as applied to tactical and national intelligence systems, deployment/installation of hardware/software technology, sustaining/maintaining deployed technology (Help Desk support). c) Information for Operational and Tactical Analysis Suite of Applications/Web-based Services. 2. How many people does your company employ? 5. How many existing staff do you have available for this effort and how many additional full time equivalent personnel might you hire to perform this effort? 6. Is your company's cost accounting system approved by the Defense Contract Audit Agency (DCAA) or Defense Contract Management Agency (DCMA)? If not, how would your company financially administer a cost-reimbursement type contract should a cost reimbursement type contract be determined to be the appropriate contract type for this effort? 7. Are there any other factors concerning your company's ability to perform the upcoming effort that the Air Force should consider? 8. Does your company intend to submit a proposal in response to the upcoming solicitation as a prime contractor if a small business set-aside? If full and open competition? 9. The Government will evaluate relevant experience information based on (1) information provided by the respondent, (2) information obtained from the references provided by the respondent, and/or (3) data independently obtained from other Government and commercial sources. In accordance with AFFARS 5301.91, an Ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting with an Ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer, Lori Anquilli at 315-330-4367, Lori.Anguilli@us.af.mil, for resolution. AFFARS Clause 5352.201-9101 Ombudsman (NOV 2012) will be incorporated into the resultant contract. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the Ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The Ombudsman may refer the party to another official who can resolve the concern. Consulting an Ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
