- SOURCES SOUGHT SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: FA232-13-R-3031 Sources Sought Synopsis: 1. NOTICE: This is not a solicitation, but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541611 which has a corresponding size standard of $14 Million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: This program requirement is to support the F-16 System Program Office with administrative support, configuration management support and maintenance data management and analysis support through a combined Advisory and Assistance Services (A&AS) contract. The F-16 System Program Office has the need for two administrative support positions, three configuration management support positions, and one maintenance data management and analysis support position. The maintenance data management and analysis support requirements are especially technically specific and require a high level of expertise requiring various technical maintenance unique electronic data systems and software. 2.1 Administrative & Management Support (2 Positions) Contractor personnel must have the knowledge and expertise to perform required activities in order to support the F -16 System Program Manager, including managing schedules and suspense's associated with a myriad of tasks required for command level weapons system management. 2.2 Configuration Management Support (3 Positions) The Air Force has a need for configuration management support which includes support of program managers by receiving, tracking, and distributing Configuration Management Documentation for the F-16 Joint Multinational Configuration Control Team/Board (JMCCT/B) processes. Contractor personnel will receive and assist in review Configuration Management proposals for adequacy (proper format and completeness). This includes updating Single Thread Tracking System (STTS) as necessary. Contractor personnel will assume JMCCT/B secretariat roles and responsibilities to include: prepare packages for JMCCT/B meetings, make distribution to appropriate offices; collect and consolidate comments onto a summary sheet. Contractor personnel will develop and distribute the agendas in sufficient time to meet the scheduled boards. The task requires attendance at meetings with responsibility of recording all appropriate comments and actions; annotate in the action item log for traceability; preparation of detailed minutes for; Government personnel approval and make distribution in sufficient time to meet the weekly activity report. Assist the configuration manager in ensuring all issues or action items are resolved prior to the board. Contractor personnel will assist in managing manual and electronic file and archiving systems, as required; inventory all proposals for the automated files and residual inactive files; maintain inventory status records; develop and recommend procedures and numbering conventions for file processing and maintenance. Contractor personnel will assist in the continuous review, using appropriate sampling techniques, of the quality of the data in the F-16 STTS. Contractor personnel will provide monthly reports of the results of this QA analysis. Corrections for the errors and omissions found during the course of the data analysis shall be provided to the appropriate data transcriber for data base correction. The monthly status report shall reflect the activities accomplished during the reporting period. This support may also be required by F-16 FMS customers. 2.3 Maintenance Data Management/Analysis (1 Position) The Air Force has a need for maintenance data management/analysis to provide identification and analysis of critical maintenance indicators, Reliability and Maintainability (R&M) analysis and aircraft inventory file maintenance. The F-16 System Program Office (SPO) is responsible for sustainment management activities in support of the F-16 Weapon System. Utilizing structured product teams, the Air Force Life Cycle Management Center, Weapon System Support Branch provides customers with sustainment and engineering support, technical management, inventory management, program/project management, and production management support. The integrated and comprehensive customer support of life cycle logistics spans from concept exploration through to the retirement of the weapon system and/or subsystems. The function includes the continual effort to isolate, analyze, define, and quantify the life cycle cost and high cost driver problems that occur within the F-16 fleet. The contractor must have a minimum of ten years of direct F-16 hands on aircraft maintenance, and modification experience at depot and unit level. The contractor must possess a complete knowledge and understanding of all major airframe components, sub-components on the F-16 aircraft. They must know and understand each aircraft components form, fit, functions, and integration as installed on the F-16 aircraft. The contractor must also have complete knowledge and understanding of F-16 Quality Assurance, Quality Control, Depot Maintenance, Time Compliance Technical Orders (TCTO), Engineering Configuration, Standard Phase Dock Inspections, Repair Scheduling Process, and Air Force Standard Metrics. The contractor must possess a minimum of 10 years of seasoned experience and have complete knowledge and possess skills of navigating and data mining from all data systems used by the F-16 SPO, both for international customers and USAF. The contractor must have a thorough understanding of how to extract, create, develop, analyze, compile and interpret queries/reports of all F-16 R&M data and provide training to in-house government personnel. The contractor must interpret key performance, reliability, maintainability, and supply performance indicators. The contractor must identify adverse trends for equipment components which are attached to the aircraft, as well as, trends associated with equipment maintenance issues for repairs conducted for components which are not attached or removed from the aircraft and the associated maintenance documentation requirements that apply. The contractor must identify and understand the issues relating to the Air Force and DoD supply systems and how they interrelate with maintenance systems, particularly as it applies to aircraft reliability and maintainability across the F-16 worldwide fleet. 3. Please respond to this Sources Sought with the following information: a. Experience and prior expertise to fill the requirements for all three required functions: administrative support, configuration management, and maintenance data management/analysis. b. Does this contractor currently have employees on their staff with the critical skills and with sufficient experience to step immediately into these technical positions without additional training requirements? c. Can the contractor meet the personnel security requirements (security clearances) necessary so as to not delay gaining access to Air Force electronic software systems required to perform critical tasks as specified in the PBWS? d. Experience showing understanding of USAF logistics systems, procedures and policies required to maintain compliance and safety requirements, and the ability to meet the needs of multi-national customers (FMS) and contractors. e. Experience showing understanding of military protocols and procedures that may be required to interact with high level commands and other governmental agencies. f. Does this contractor possess resources and manpower to respond to additional requirements on short notice in the event of a national emergency? g.
