- Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a non-competitive basis with Flightline Electronics Inc. of Victor, NY to procure ‘1553'-type Data Bus Network Testers, NSN 6625-99-977-4774 to support MQ-4C Broad Area Maritime Surveillance (BAMS) aircraft at the Organizational Level of Maintenance. The Government intends to negotiate this procurement under the authority of 10 USC 2304 (c)(1), as implemented by FAR 6.302-1. The Government does not possess sufficient data, drawings, or other specifications to permit full and open competition. Flightline Electronics is the sole designer and manufacturer of the 1553 Data Bus Test Set, and as such is the only firm with the unique knowledge and proprietary data required to fulfill the requirement for this specific equipment. No Commercial off the Shelf (COTS) items can be used as substitutes for this specific requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
