Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and shall not obligate the Government to award a contract. The purpose of this Sources Sought Announcement is for market research to gain knowledge of potential qualified sources interested and capable of performing the work and obtain their size classification relative to the North American Classification System (NAICS) Code 333993 with a size standard of 500 employees. A.GENERAL INFORMATION Background: The Department of Veteran Affairs (VA) Cooperative Studies Program Clinical Research Pharmacy Coordinating Center (CSPCRPCC) has a requirement to purchase a robotic bottle orientation system. This robotic system will need to handle round and square bottles ranging in sizes from 30cc to 500cc. This system will consist of two robotic arms, one prior to labeling and one after the label has been placed. The first system will be integrated at the beginning of an automated labeler that will place custom labels on commercially packaged pharmaceutical drugs. The system will simultaneously utilize cameras and robotic arms that will orientate bottles on to a conveyer, allowing accurate and consistent label placement. This is critical so that no pre-labeled information is covered such as patient safety information, lot numbers or expiration dates. The second robotic system will be placed at the end of the conveyer line to orientate the labeled bottles in preparation for final shrink sleeving. This orientation is also critical so that the label that was applied will be facing a predetermined direction. This will allow the labels to be held in place for shrink sleeving and allow for quality inspections at the end of the process. 1.Scope of Work: The contractor shall provide the robotic bottle orientation system, installation, training and all other resources required to deliver the requirements stated herein, except as may otherwise be specified in the statement of work. This is a salient requirement, and is not flexible. The following are the minimum salient characteristics that must be met: "System must contain (2) two automatic (4 Axes) Robot bottle orienting system. Each system must orientate one bottle at a time. "System must be able to grab and orientate each bottle mechanically utilizing a three prong gripper. "System must spin each bottle until the vision system (camera) recognizes the barcode or other identifier already on the bottle. "System must be able to identify a predetermined marking. Such as leading-lagging edge, color change and bar codes (Including: NW7(Codabar), Interleaved 2-of-5, Code 39, and EAN-13 formats. Must also support 2D data matrix format) "Once the predetermined marking is detected, the (4 Axes) Robot must continue to turn the bottle until the identified stopping point is reached. This will ensure that the existing barcode/lot number is not obscured by the VACSP label about to be applied. "System must have the ability to orientate bottles at a minimum speed of 20 bottles per minute. "System must have two motion packages capable to pick up round bottles with a minimum diameter of 1.77", maximum diameter of 5" and a height of 5". "System must have two motion packages capable to pick up square bottles with a minimum length and width of 1.52", maximum length and width of 5" and a height of 5". "System must include all photo-eyes and controls. These photo eyes will signal the robot when bottle is ready for the next stage in the process. "Contractor must provide System Design and Controls engineering, Software development and debug, Project Management, and Manufacturing services. "Contractor must provide One Week of Installation Supervision, Acceptance Test and Operator Training at VA Facility in Albuquerque, New Mexico. "System must have two (2) EOAT (End of Arm Tooling) Parallel Mechanical Grippers. Each with a Three Finger Gripper. One EOAT will be located at the beginning of the labeler and one at the end of the labeler. "System cannot utilize spindles or other methods that rotate the bottle other than from the top due to drug information inserts and square bottles. Factory Acceptance Testing Requirements: "This requirement shall include a minimum of one day FAT (factory acceptance testing) prior to machine shipment at 100% of machine build. Vendor shall provide a detailed performance results report at completion of FAT. REQUESTED INFORMATION: STATEMENT OF CAPABILITY: Submit a brief description (five [5] pages or less) that shows your company can provide the required services. One additional page may be included explaining experience in performing these services to the VA, other government agencies, or for private facilities. Potential sources should identify business name, point of contact, business size and any applicable business socio-economic category (i.e. small business, SDVOSB, VOSB, SB, etc), DUNS number, address, and any additional information felt to be pertinent. All vendors must be registered in SAM https://www.sam.gov/portal/public/SAM/ prior to contract award. Responses to this notice should be electronically mailed in PDF format or word format to Cheryl.Homison@va.gov. Telephone responses will not be accepted. Written responses must be received no later than 3:00 PM (EST), Friday, July 16, 2013.
