- COVCA Solicitation A. BACKGROUND: The President’s Emergency Plan for AIDS Relief (PEPFAR), initiated in 2003, provides the largest amount of resources in history for a single disease. Since its inception, PEPFAR has saved millions of lives and has given hope to millions more. Currently, an estimated 4 million men, women, and children in low and middle-income countries have access to life-saving antiretroviral treatment, and more than half of these people are supported by PEPFAR through the American public. In 2008, the Presidential signing of the Lantos-Hyde Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act allowed for an additional five years and $48 billion toward helping those in need through programs to address HIV/AIDS, tuberculosis, and malaria. In Malawi, The President’s Emergency Plan for HIV/AIDS Relief (PEPFAR) is an integrated U.S. Government (USG) response led by the US Embassy. USAID/Malawi works with the U.S. Centers for Disease Control and Prevention (CDC), Department of Defense (DOD) and the Peace Corps to implement PEPFAR. USG HIV/AIDS programs support the priorities of the Government of Malawi (GoM) in the following four strategic areas: HIV/AIDS Treatment and Care; Behavioral and Biomedical Prevention; Community Care and Orphans and Vulnerable Children (COVC); and Health Systems Strengthening. The COVC portfolio makes up approximately 10 percent of the total funding for the entire USG PEPFAR program in Malawi. USAID has significant responsibilities for managing OVC related programming within PEPFAR/Malawi.
