Description

THIS IS NOT A REQUEST FOR PROPOSAL. The Salt Lake City Veterans Affairs' Medical Center (SLC VAMC) is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience to provide A/E services for supplying a design to construct a new prosthetics/rehab expansion at the Salt Lake City (SLC) VAMC campus as contemplated by project 660-302. A/E services will be required to design a project expansion that will be located on a vacant parcel of the campus currently supporting vegetation, a parking lot and a utility corridor for the campus main chilled water distribution line. While the project will require the removal of the vegetation and parking, the utility corridor will require relocation to accommodate the footprint of the new expansion. Localized parking will be adjusted to accommodate patient access and flow into the new wing as an isolated part of the B.1 structure in order to minimize way finding struggles of patients and families. The project will address replacement and expansion of utility and mechanical systems necessary to make the remodeled space energy efficient by current VA standards. Please see the attached statement of work (SOW) for more details, and the attached evaluation factors. The estimated construction range is between $500,000 and $1,000,000. Site location for this project is 500 Foothill Drive, Salt Lake City, UT 84148. All interested firms are required to submit two (2) recently completed Standard Form (SF) 330, Architect-Engineer Qualifications, as well as (1) electronic copy, to the Contracting Officer shown below no later than 4:00 p.m. (Mountain Standard Time), August 12, 2013. Solicitation VA259-13-R-0811 has been assigned and should be referenced on all correspondence regarding this announcement. THE GOVERNMENT'S OBLIGATION FOR AWARD IS CONTINGENT UPON THE AVAILABILITY OF APPROPIATED FUNDS. AGAIN THIS IS NOT A REQUEST FOR PROPOSAL. NAICS Code 541310 is applicable to this acquisition and the small business size standard is considered $7.0 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract. This procurement is 100% set-aside for Service Disabled Veteran Owned Small Business in accordance with Public Law 109-461 as codified by 38 USC 8127 & 8128. The offeror shall submit proof from Department of Veterans Affairs (VA) Center for Veteran's Enterprise (CVE) that they are either Verified as an SDVOSB, or have applied for Verification in accordance with VAAR 804.1102.
