Market Research Report For SOLDIERS CHAPEL MUSIC CORDINATOR Author: Viola Stepetin Report Date: 06/03/2013 Organization: 673 CONS LGCB Report Title: Soldiers Chapel Music Coordinator PSC and NAICS Code: PSC: G002 Chaplain Services & NAICS Code: 711510 Portfolio: Army & Air-Force Church Services Estimated Value: $120,000.00 Market Research Objectives The purpose of this market research is to describe what is needed to fulfill the need for a Soldiers Chapel Music Coordinator, how competition can be maximized, and how to describe the need in the most basic form in order to increase competition. This requirement is for a Soldiers Chapel Music Coordinator and Musician. It will require someone to both coordinate the music for the Soldiers Chapel services as well as provide music for the choir. The increase for competition will be opened up by requesting more than the traditional piano or organ player. The customer has authorized anyone available who can play any type of instrument, such as guitar. The customer has encouraged much participation from local small business musicians by opening it up to anyone in the public able to fulfill the requirement that is not associated with a large business. The cost associated with this contract is strictly limited to a time requirement based on time required to perform the contract. Time is defined as actual coordination and playing of music during church service. In order to open the cost to allow the most flexibility the unit of issue requested will be by a monthly basis. The contractor will bid a cost for each service to be performed. Contract performance period is for a base year of 12 months and three each 12 month option periods. Awarding this contract has been previously done using SAP procedures and a P type contract. However, although this is a non-complex procurement due to a revised LGCB flight policy a "C" type contract will be used because options are included. Service Description Service is to provide a music coordinator and musician for Soldiers Chapel services. Contractor will be required to have an understanding of appropriate Hymns and Psalms that would be best suited for Soldiers Chapel services. In addition, they will co-ordinate music with the choir and provide instrumental music during service and choir performance. Service will begin 1 July 2013 and will run for a base plus three (3) option years. It will be performed on Joint Base Elmendorf- Richardson Chapels (including both the former Elmendorf AFB and Fort Richardson chapels). Contractor will need a general Soldiers Chapel music knowledge and some experience in coordinating choir groups for performance. There are no mandatory source requirements. Music coordinators are contracted out on most Army and Air Force installations. None of the mandatory source requirements are capable of fulfilling this need. That includes GSA, prison systems and Ability One. This service is regularly needed at most base chapels. For this procurement only a firm- fixed price contract with option years is suitable. Background This requirement has been previously handled on contract FA5000-12-M-0002. The contract was written as an option year contract. The customer was satisfied with contractor performance; however, the current contractor is a military spouse and will unfortunately have to leave the local area. They will not be able to continue performing on this contract. The previous buy's market research was considered during the market research phase of this procurement. Previously, the contract was competed as a firm-fixed price contract with option years. It was set aside for 100% small business. Currently there are not any known suppliers that have performed this service with the government in the past. In order to remove competitive barriers the customer has agreed to open competition to anyone able to coordinate music and play a musical instrument of any type. This is opened up from the previous acquisition which requested a piano player only. The previous contractor had no past performance issues. The only reason for current re- compete is due to the contractor leaving for reasons previously stated. The previous contract ran for one year and a three month extension. The only market change in the current area is that as of right now there are no well-known or qualified musician sources to fulfill this requirement. A lesson learned would be to possibly consider a local or native Alaskan resident with plans to stay in state for the entire contract performance period. This will be considered as an evaluation factor for solicitation pending the contracting officer's approval. Potential Supplier Information Currently there are no known sources able to fulfill this requirement; however, notices have already been put out to the local musician population. Customer posted information on their bulletin boards and websites in effort to increase responses. In addition, we have sent word via church services on Sundays, and have worked with local Archdiocese to try to find someone to fulfill need in local Soldiers Chapel community. At this time no sources are being excluded. Small Business Opportunities This contract is well suited for small business. It is a small dollar contract that would require good, close, personal attention not provided by a large business. AbilityOne Program AbilityOne does not offer this type of service. Conclusions and Recommendations This contract will be competed using commercial acquisition procedures and SAP outlined in FAR Part 13, and will be set aside for small business contractors. This will be issued as a firm- fixed price contract with three option years. No current BPA, IDIQ, or FSS can readily support this need. Modification to the technical performance has already been accomplished to try and open up competition. Contract terms and conditions will be utilized by using common commercial business practice and procedures outlined in FAR part 13. VIOLA STEPETIN Contract Specialist GERALD S.
