Contracting Office Address: U.S. Department of Health and Human Services, National Institutes of Health, National Institute on Drug Abuse, Station Support/Simplified Acquisitions Branch, 31 Center Drive, Room 1B59 Bethesda, MD 20892. Introduction: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources, (2) whether they are small businesses; HUBZone small businesses, service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Background Information: The National Institute on Aging (NIA), one of the 27 Institutes and Centers of NIH, leads a broad scientific effort to understand the nature of aging and to extend the healthy, active years of life. The Intramural Research Program (IRP) of the National Institute on Aging (NIA) provides a stimulating setting for a comprehensive effort to understand aging through multidisciplinary investigator-initiated research, in this regard. One of the IRP's programs, The Comparative Medicine Section (CMS) caters to the NIA/IRP investigator's laboratory animal experimentation needs. The CMS, along with the Institute's Animal Care and Use Committee (ACUC), ensures the humane care and use of laboratory animals. This includes high standards in animal husbandry, technical procedures, regulatory compliance and training. The NIA/IRP animal program has been AAALAC-accredited since 1977 and features over 30,000 square feet of housing and procedure space in two locations. The CMS staff strives to be true scientific partners and to assist investigators in all phases of research. Purpose and Objectives for the Procurement: The purpose of this procurement will be to provide specialized Harlan Teklad diet for research animals located at the National Institute on Aging (NIA) Intramural Research Program (IRP) in Baltimore, Maryland, to complete scientific research with a consistent diet. Due to the specialized diet that the research animals at the NIA IRP require, potential vendors must be authorized resellers of Harlan Teklad brand animal feed. Specifically, the vendor shall provide Harlan Teklad Irradiated NIH 07 mouse/rat diet, Global 18% Protein Extruded Rodent Diet (Ster), Global Irradiated 18% Protein Diet, Global 19% Protein Extruded Rodent Diet (Ster), and 2030 Rabbit Diet on a consistent annual basis. Any changes that may occur to the source of animal feed could negatively affect the scientific studies that many of NIA's investigators depend on. Changes to the diet of these animals could alter research and may cause potential health issues. Because of the specialized nature of the diet that these research animals require, the ability to find a vendor who is authorized to resell the Harlan Teklad brand animal feed will become a very important factor in the selection of an appropriate vendor. Capability Statement: Vendors that believe they possess the capabilities necessary to provide the specified animal feed should submit complete documentation of their capabilities to the Contracting Officer. The capability statement must specifically address the capability to provide the Harlan Teklad diet specified in this Sources Sought notice. Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of the suppliers as it relates to the above outlined requirements, 3) a statement that certifies that the potential vendor is authorized to resell Harlan Teklad animal feed, and 4) any other information considered relevant to this program. The capability statement must not exceed 10 single sided pages in length and use a 12-point font size minimum. Interested organizations are required to identify their size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. All capability statements sent in response to this Sources Sought Notice must be submitted electronically (via email) to John Flannery (flanneryje@mail.nih.gov), Contracting Officer, in MS Word format within 5 calendar days of the date of this announcement. All responses must be received by the specified due date and time in order to be considered. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After reviewed of the responses received, pre-solicitation and solicitation notices may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The solicitation release date is pending. The Government intends to negotiate an indefinite delivery/indefinite quantity contract.
