Description
Synopsis: The Veterans Health Administration (VHA), Orlando VA Medical Center (OVAMC), Office of Information and Analytics (OIA), intends to negotiate with and award a sole source contract to Health Action Inc. (HAI), of Santa Barbara, CA under the authority of FAR Part 6.302-1. To the best of the Government's knowledge, there are not any other firms that can satisfy this requirement. The work to be done under this contract consists of the contractor providing, Tai Chi and Qigong instructional services, printed instructional materials and the professional research capabilities of HAI to measure recovery assessments. During this 1(one) year period of performance, HAI will offer to approximately 40 Veteran participants at the OVAMC Psychological Rehabilitation and Recovery Center (PPRC) the mind and body practices of modified Tai Chi and Qigong to complement and enhance traditional mental health therapies, which thereby offer an integrative approach to the care of Post - Traumatic Stress Disorder (PTSD), Substance Abuse, other mental health disorders and stress-related illnesses. An important result of these methods is that it will reduce health costs of medication and medication side effects; it will have both short term and long-term benefits to the Veteran and the organization. This innovation will offer classes to VA employees as part of the outreach campaign to the OVAMC community to educate the staff in the health benefits of Tai Chi and Qigong so that they are equipped to share the wellness component of the mind/body modalities with respective departments. This innovation will also offer classes to the residents of the inpatient substance abuse community that resides at the Domiciliary utilizing adjunctive therapy toward overcoming addictive habits. This innovation will also offer classes to residents of the Community Living Center (CLC) to improve wellness and balance. This innovation will integrate Tai Chi/Qigong therapies into the new legislative requirement for a Psychological Rehabilitation and Recovery Centers wellness program that will enhance coping and wellness behavior. This innovation will incorporate the outpatient clinical services to include therapy for patients of pain management, oncology, etc. so that the mind/body can help their recovery. Health Action Inc., is prepared to provide this crucial experience in instruction and clinical documentation pertaining to Tai Chi /Qigong practices for Veterans that will include Tai Chi and Qigong Instruction, Tai Chi and Qigong Instructional materials, Data Analysis of Recovery Assessment Scales (RSAs) and comprehensive Reports. Award of this contract will be in accordance with Federal Acquisitions Regulations (FAR) Part 12, Acquisition of Commercial Items. This is a notice of intent and is not a request for competitive proposals however; entities interested in providing these services should submit their statement of interest by 10 AM, EST, July 19, 2013, via email to Alonzo.Jacobs@va.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The government is not obligated to, and will not pay for any information received from potential sources as a result of this notice. A determination by the Government not to compete this contract based on responses to this notice is solely within the discretion of the Government.
