Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1) as prescribed by FAR 6.302-1(a)(2)(iii). For DoD, services may be deemed to be available only from the original source in a case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in: (a) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (b) Unacceptable delays in fulfilling the agency's requirement. The Missile Defense Agency (MDA), Targets and Countermeasures (TC) Program Office intends to award a sole source contract, including Fixed-Price and Cost arrangements, with a five year period of performance to Lockheed Martin Space Systems Company (LMSSC) for highly specialized services to support Ballistic Missile Defense System (BMDS) flight test activities using LMSSC developed target hardware. LMSSC will provide the following highly specialized services specifically for LMSSC developed target hardware: assembly, integration and test (AI&T), engineering services, integrated logistic support, mission support, and launch operations. The highly specialized services are required to: (1) prepare target hardware for flight in a threat relevant configuration which includes integrating generic target hardware with flight test specific kits, payloads and flight software required for an all-up-round (AUR), (2) provide the pre-flight predictions of performance, (3) execute the launch operations at the various ranges and (4) analyze the test data for target missile performance. LMSSC is the only contractor with a demonstrated and existing capability to take LMSSC developed hardware and perform the following highly specialized services the day of contract award: -Assembly, integration and testing of LMSSC developed major sub-stages and missile components including boosters into an all up round to meet flight test specific requirements for signatures and performance delineated in flight test mission execution letters. -Verify the procedures and processes for assembly, integration and test prior to executing high risk first time integration steps using the Contractor's developed Hardware-in-the-Loop (HWIL) Facility fully populated with flight representative hardware. -Develop specific flight software including guidance, navigation and control algorithms to operate with the Government furnished avionics to meet flight test trajectory and mission profile. Verify the acceptability of the flight software by reviewing the specific inputs and outputs in the Contractor's developed flight representative Processor-in-the-Loop (PIL) Facility. -Conduct mission simulations using actual flight hardware to verify the performance of the integrated all up round and to generate telemetry tapes for range safety use in mission execution. -Provide trained and experienced personnel to execute the target integration operations on ship, aircraft or range. Fully integrate the target system into the designated launch range and verify all communications and linkages are operating nominally. -Conduct launch operations on the designated range or mobile platform which will include Countdown Training Events, Dry Run, Dress Rehearsal and actual mission execution. LMSSC is the only contractor with the required technical expertise, understanding of the hardware configuration and with previous experience to provide these highly specialized services necessary to successfully launch LMSSC developed target hardware without unacceptable schedule delays in fulfilling the agency's requirements in support of the BMDS flight test activities. Please note that this is not a request for competitive proposals; however, all responsible sources who believe they can meet the requirements may submit a capability paper demonstrating the ability to provide the requested highly specialized services NLT 19 July 2013 at 05:00 PM CST, to Mr. Dakar Shillingford, Contracting Officer, at dakar.shillingford@mda.mil. MDA will not be responsible for any costs incurred by interested parties in responding to this notice. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
