- MARKET SURVEY: SOURCES SOUGHT Item:Cartridge, 12 Gauge No.00 Buckshot, Frangible Statement of Need The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Picatinny Detachment and the NSWC IHEODTD, Procurement Division are currently seeking potential sources capable of manufacturing a quantity of 500,000 distinct, non-developmental 12 Gauge No.00 Buckshot, Frangible Cartridges. This is a sources sought synopsis issued for informational and planning purposes only. This synopsis neither constitutes a Request for Proposal (RFP), nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. Item Description/Specification The cartridge dimensions shall meet the requirements of ANSI Z299.2-1992 for 12 gauge, 2-3/4 inch chamber shotshell, and shall function without casualty in the Mossberg Model 500A1 and Remington Model 870 shotguns. The chamber pressure and the primed case sensitivity shall be in accordance with SAAMI Technical Committee Manual Vol.4 Shotshell. The pattern, at a distance of 15 yards, shall have an average percentage of pellets inside or touching a 16 inch circle of 90 percent. When fired against a 3/8 inch AR500 steel plate at a distance of 10 yards, there shall be no pellets or fragments of pellets returning to the shooter. Pellets shall have uniform weight. Responses must include information that describes the material composition and production procedure of the pellets. The primer mix shall not contain lead and shall not contain other heavy metals such as Antimony, Barium, Strontium, Cadmium, and Zinc, etc. Each cartridge shall contain smokeless propellant. Proposal Requirements All interested sources that can meet the above requirements shall provide data supporting their technical and manufacturing capabilities (i.e. manpower, facilities, and any relevant automation), and also warranting that the items supplied will satisfactorily perform when used for the purpose intended by the United States Navy. Responses should include the offerer ™s current business structure: (a) name of the company to include company point of contact, technical point of contact, company address, telephone numbers (voice and fax), email address; (b) company size (i.e. large, foreign, small disadvantaged, veteran owned, etc.), taxpayer identification number, DUNS number, and CAGE Code. Interested companies should include their minimum and maximum monthly production capabilities and their associated shifts. Responding firms shall state their International Organization of Standards (ISO) qualifications and equivalent status. Please identify any proprietary information submitted.
