- This is a market survey is to inform industry of the intent to procure radio frequency (RF) line sections from an original equipment manufacturer of radio frequency equipment. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. This announcement is not intended to guarantee procurement of a product and is not seen as a commitment by the Government to enter into a contract. The estimated value of this acquisition is between $250,000 and $500,000 per 12-month period. The contract is expected to have a 12-month base period and four 12-month option periods, for a total period of performance of 60 months, if all option periods are exercised. The number of units ordered annually is estimated to be as high as 4,000 units. The purpose of this market survey is to solicit statements of interest and capability from large businesses, small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms capable of providing coaxial RF line sections. The coaxial RF line sections to be purchased shall be commercial off-the-shelf (COTS) for use with the FAA air-to-ground radio communication facilities. The Coaxial RF Line Section will be used to monitor the Voltage Standing Wave Ratio (VSWR) of the FAA s Very High Frequency (VHR) and Ultra High Frequency (UHF) communications equipment. The minimum electrical requirements for the coaxial RF line sections are: VHF: Frequency range 118 - 137 MHz UHF: Frequency range 225 - 400 MHz RF Interface: The Coaxial RF Line Sections are to be self-permanent mounting and insertion into 50-ohm nominal impedance transmission lines. DC Interface: The Coaxial Line Section shall have a DC interface to mate with Navy type DS-491859 cable connector. The coaxial RF Line Sections construction shall enable the removal and insertion of 1-inch diameter interchangeable detecting elements in any configuration. The line section body shall contain two "N" type female output RF connectors and one DC output test connector. See also the attached Subsystems Specification document. The specifications in that document are applicable to this acquisition. Any firm that believes they have the technical ability to manufacturing this equipment is requested to submit a statement of their firm's capability and experience to meet the requirements outlined above and in the attached specification sheet. Please limit the size of the capability statement to 4 pages. The FAA will evaluate each packet for: a.The ability to supply a product which meets the technical requirements as shown in Section 4 above and in the attached Subsystem Specification document. b.The offeror s capability, as demonstrated by current production of RF line sections and ability to produce in numbers to meet the FAA s projected maximum annual need. c.Affirmative statement that the offeror s product will meet the FAA s requirements for workmanship, reliability and quality assurance, as shown in Sections 3.6, 3.7 and 4.0 of the Subsystem Specification document. d.The offeror s experience, as demonstrated by two prior contracts (within the last three years) to supply RF Line Sections. Please submit examples of prior contracts, detailing customer name, period of performance, dollar value of the contract for RF Line Sections and average number of units delivered. To ensure full consideration by the FAA, responses to this Market Survey should be submitted in MS Word no later than 10:00 A.M. local time on Monday July 22, 2013, as an attachment to the following email address: charles.mcgovern@faa.gov All responses are to be provided on company letterhead. No type font less than 12 point may be used. Please put the words RF Line Section Market Survey in the email subject line. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter or VA letter of determination, if applicable.
