- Synopsis Repair and Relocate 115kV Transmission Line FA2823-13-R-6009 Eglin AFB FL has a requirement to Repair and Relocate 115kV Transmission Line at Eglin AFB FL. The NAICS code for this requirement is 237130 and the size standard of $33.5M. This is a Total Small Business set-aside. This is a Trade Off acquisition and award will be made based upon the Best Value to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. This acquisition will be subject to FAR 52.232-18, Availability of Funds. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. This project includes but is not limited to the following: furnishing all plant, labor, materials and equipment and all operations in connection with the Repair & Relocation of 115kV Transmission Line at Eglin AFB, FL. In general, the work includes removing existing 115kV transmission line and wood poles, from Valparaiso substation to Main Base substation. The project consists of replacing existing wood poles with new steel and/or concrete poles, replacing existing transmission line phase conductors, and replacing existing overhead ground wire system with overhead ground wiring system. The estimated performance period is 270 calendar days from the Notice to Proceed. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment in accordance with the plans and specifications. The work is located at Eglin AFB. Estimated magnitude of construction is between $5,000,000 and $10,000,000.. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal RFP will be available on the Federal Government Electronic Posting System www.fedbizopps.gov on or about 26 July 2013. The ESTIMATED PROPOSAL DUE DATE is 26 August 2013. No response to this notice is necessary and no Source List will be maintained. Prospective contractors shall ensure they are registered in the System for Award Management (SAM) prior to award of a Government contract. Offerors are further advised that failure to register in the SAM database will render your firm ineligible for award.
