Description
Naval Facilities Engineering Command Atlantic (NAVFAC LANT) intends to issue a request for proposals as a small business set aside for a firm fixed price contract for the renovation and modernization of P-927, DIO Operations Control Center. The project will create a fully accredited by US sources "SCIF (Compartmented Top Secret Information Facility) within the existing building BER III located on the Administrative Support Unit (ASU) at NCTS Bahrain in Manama, Bahrain. The Project is located in an approximately 10-12 year old building, and involves the renovation/alteration of existing interior spaces to include SCIF walls, HVAC systems, electrical distribution (medium voltage), lighting, panels, floor coverings, raised access floors, security distribution wiring, specialty doors, dry wall repairs, floor coverings, acoustic ceiling systems in support of server rack equipment. Building is primarily re-enforced concrete, post, beam, pre-cast panelized. Project includes some (minor) roof top work in support of the mechanical equipment. Project work will interface with adjacent communication operations, computer based operations and security, force protection. Contractor will provide all shipping. Contractor must arrange for proper approved waste removal and transport to approved waste sites. Hazardous materials are subject to approval, for in-building, on-base storage and use. All on-site contractors must be fully documented U.S. Citizens and hold U.S. DOD SECRET security clearances, capable of holding a US DOD CAC. A CAC is required for free sole movement within and on NCTS facilities. Security clearances and citizenship requirements are absolute and cannot be waived or altered. All construction materials (components, paints, coatings and adhesives must originate from the USA, and equipment and assemblies must originate from the USA. All materials and tools are subject to security inspections at all times. Construction equipment may be rented/leased on the local economy, and used with full safety and security inspections. Contractors will be security escorted and often surveyed at all times while aboard ASU at NCTS Bahrain. The period of performance is approximately 24 months after notice to proceed. This project will be awarded as a firm-fixed price contract. The Government reserves the right to enter into negotiations or limit the competitive range. The magnitude of construction is between $1,000,000 and $5,000,000. This contract will require a 10% Performance Guarantee. In lieu of the 10% Performance Guarantee requirement, the Offeror may provide Performance and Payment Bonds, pursuant to FAR Clause 52.228-15, through an approved surety under the United States Treasury Department Circular 570. The Request for Proposals (RFP) will be available for viewing and downloading on or about July 25, 2013. The proposal due date will be on or about August 23, 2013, 2:00 p.m. Eastern Standard Time North America. The solicitation will be formatted as an RFP in accordance with the requirements designated by Federal Acquisition Regulation (FAR) 15.203 for a negotiated procurement utilizing procedures of FAR 36.2. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government. The technical evaluation factors are anticipated to be as follows: Corporate Experience, Past Performance, and Safety. A site visit to NCTS Bahrain will not be available. The Government intends to issue the RFP through the Internet at www.neco.navy.mil. All prospective offerors MUST register themselves on the website. All prospective offerors are encouraged to attempt download from the website prior to obtaining the solicitation from alternate sources. Many firms and commercial printing services have the capability to print the solicitation package and plan holder s list off the Internet, if necessary. The official plan holder s list will be created by registration and will be available from the website only. Amendments will also be posted on the website for downloading. This will be the normal method for distributing amendments; therefore, it is the offerors responsibility to check the website periodically for any amendments to this solicitation. IMPORTANT NOTICE: All potential offerors submitting bids, proposals or quotes on Department of Defense solicitations must be registered in the System for Award Management (SAM) prior to award of the contract. The purpose of this database is to provide basic business information, capabilities and financial information to the Government. The SAM website can be accessed at www.sam.gov. Reference is made to FARS Clause 52.204-99 (DEV), System for Award Management Registration (August 2012) (DEVIATION). You are encouraged to register as soon as possible. All new contracts can ONLY be made to contractors who are registered in SAM. This requirement will apply to all solicitations and awards, regardless of the media used.
