- NOTICE TO VENDORS This is a REQUEST FOR INFORMATION (RFI) for a Low Unit of Measure/Point of Use Stockless System for Naval Medical Center San Diego (NMCSD). This RFI is for planning purposes only in accordance with the Federal Acquisition Regulation (FAR) Part 5 “ Publicizing Proposed Contract Actions. No proposals are requested by this announcement; all responses shall be solely in the form of information. NMCSD is a 250 bed Military Treatment Facility (MTF) located in San Diego, CA which provides medical care to approximately 200,000 authorized beneficiaries. The Material Operations Division (MATOPS) is accountable for receiving, warehousing, distributing and the final disposition of medical supplies, equipment, and bio-hazardous material items. NMCSD ™s warehouse receives and distributes medical supplies to various clinics throughout NMCSD and to the Branch Medical Clinics (BMC). Currently NMCSD stocks over 1700 line items of medical consumables. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract as a result of this RFI. The NMCSD is not seeking proposals and will not accept unsolicitated proposals. Vendors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be the sole responsibility of the vendor(s). All submissions will be treated as business confidential materials, become property of the U.S. Government and will not be returned. Vendors who are interested in responding to this RFI may submit questions to the Government point of contact for clarification of this RFI only. Responses to this notice will be used for market research by NMCSD to determine industry capabilities and standards to establish the Government ™s requirements for possible future solicitations. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP) or other solicitation, if issued. If a solicitation is released at a future date, it will be synopsized on the Federal Business Opportunities (FedBizOps) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. This RFI is soliciting information that may be used to develop requirements for a vendor to provide a Low Unit of Measure Point-of-Use Inventory Management System that will replace NMCSD ™s current process. The following information is requested: - Type of systems that you have (i.e. closed or open cabinet systems) that NMCSD would be able to utilize. - What are the benefits of your system (i.e. on-hand stock, monetary savings, accountability, lease vs. purchase, etc)? - Project plan: Interface/Implementation (what is needed to make system work), training and education for NMCSD staff. - What updates and hardware maintenance would be required, when/how often? - Provide summary on how your system is beneficial to NMCSD. - Any additional information that you feel is pertinent to this RFI. - What are the system life cycle costs for equipment and operating personnel? Information papers should be prepared and submitted by July 31, 2013. All submissions become Government property and will not be returned. Information papers must be submitted in hard copy or by email to the point of contact listed in this announcement.
