- Contract Terms and Conditions THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Small Business Administration's Office of General Counsel located at 409 3rd Street SW, Suite 7200, Washington, DC 20416-0001 requires: -The purchase of online subscription with unlimited access to Continuing Legal Education (CLE) programs that covers every practice area. Programs offered via the service should be inclusive of local, state, and national bar associations. Services must have programs available for MCLE credit for attorneys that have state specific CLE requirements. -Additionally, the contractor shall provide 90 individual seats to access the online CLE training programs. -The contractor shall furnish Certificates of Completion at the end of programs for print and download by attorneys. -The contractor shall furnish the necessary personnel, materials, equipment, software, tools and related services required to conduct training sessions. The SBA intends to make an award to Thomson Reuters-West of 610 Opperman Dr, Saint Paul, MN 55123-1340. Per FAR 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received no later than 10:00am EST, July 16, 2013 will be considered by the Government. A determination by the Government not to compete with this proposed action based upon responses to this notice is soley within the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABLE AUTHORITY).
