Description
This is a sources sought notice for Information Technology (IT) Support for an advanced financial accounting and loan management system. Internal Revenue Service (IRS) on behalf of The U.S. Department of Treasury seeks to identify qualified firms interested in providing a variety of information technology support for this system. The support includes application development, day-to-day application support and maintenance, system and platform administration, requirements analysis, and project management services. The expected level of effort is between 4 and 8 FTEs. The skills required include (1) extensive experience developing applications in Java, Apache Tomcat, and Oracle, (2) proven ability to both support and re-develop a mission critical legacy application currently relying on Fortran and OpenVMS, (3) experience supporting systems that process and account for large, sophisticated corporate financial transactions or institutional banking transactions, and (4) understanding of advanced financial concepts such as yield curve analysis, modeling of prices, discounts, and premiums on corporate debt transactions, and general ledger accounting. This announcement is for market research and preliminary planning purposes. No proposals are being requested or accepted in response to this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS NOTICE. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. IRS on behalf of The U.S. Department of Treasury is posting this sources sought notice to gain knowledge of the interest, capabilities, and qualifications of prospective offerors in support of the service areas described above. IRS is particularly interested in understanding the capabilities and qualifications of interested 8(a) small business concerns. IRS' choice of solicitation vehicle and acquisition strategy will depend in part upon the responses to this notice. Interested 8(a) small business concerns are requested to provide a written response to this notice which is limited to a maximum of 3 pages with a minimum font size of 10 point. The response should reference the following items: 1) The vendor's name, address, point of contact, phone number, and e-mail address. 2) The vendor's certification of 8(a) status. 3) A statement indicating if vendor is currently a GSA Schedule holder, and, if so, identification of GSA contract number and corresponding schedule identification number. 4) A description of the vendor's capabilities and timeframe of latest experience. 5) A statement as to whether the firm is interested in working as a prime contractor and whether the firm is interested in engaging subcontractors to provide the required skill sets. If interested in subcontracting, describe the work to be performed by the 8(a) concern and work performed by the subcontractor(s). 6) A statement as to whether the firm is interested in working as a subcontractor. The North American Industrial Classification System (NAICS) code for this acquisition is 541511. IRS anticipates that the forthcoming solicitation will require offerors to provide information on the capabilities of their firms, key personnel, resources, past performance, and labor rates. IRS anticipates the resultant contract award will be issued for a period of one base year plus two renewable option years. Interested vendors must respond to this sources sought notice no later than 2:00 P.M. Eastern Daylight Time (EDT) on July 22, 2013.
