Description
PRE-SOLICITATION NOTICE: PROCUREMENT IS 100% HUBZONE SMALL BUSINESS SET-ASIDE. NAICS Code: 236220, Size Standard $33,500,000.00 A Planholders list will not be generated by the Government. Vendors are to register on this site. This project will be issued as a competitive sealed bid in accordance with FAR Part 14. The Government intends to award a firm-fixed price construction contract. The solicitation package will be posted to this website on or about July 25, 2013 and will contain detailed submission requirements and the plans and specifications. Contractors are responsible for checking this website periodically for the solicitation and subsequent amendments. Scheduling of a pre-bid site visit is anticipated with details to be outlined in the solicitation package. PROJECT MAGNITUDE: Between $5,000,000 and $10,000,000. Description: The Department of Homeland Security, Federal Law Enforcement Training Centers, (FLETC), Glynco, Georgia is hereby notifying interested vendors of its intent to issue Invitation for Bid, IFB, HSFLGL-13-B-00004. The following is intended to disclose the nature and an estimated volume of work in terms of physical characteristics, however, the actual specifications and drawings will be provided in the forthcoming solicitation. The project includes construction services for the renovation of Building 64, a three story, approximately 21,300 square ft. building with 1,650 square ft. of additions, in accordance with the specifications and drawings to be provided in the solicitation package. The building will be deconstructed to the concrete structure. This consists of concrete columns, floors, roof deck and stair enclosures. All existing architectural finishes, plumbing, mechanical, and electrical systems shall be removed and replaced, relocated and/or upgraded. The facility will attain LEED Silver Certification from the U.S. Green Building Council. Facilities will meet current ADA-Americans with Disabilities Act requirements, NFPA-National Fire Protection Association, and building codes to include local, state and federal. Site work will include sidewalks, ramps, stairs, parking lot, underground utilities, building foundations and bike rack. Exterior renovations of the building include EFIS-Exterior insulation and finishing system walls, windows, doors and retrofitting to a standing seam metal roof. Additions include a 4 story elevator with lobby and a mechanical room. Interior renovations of the building includes CMU-Concrete masonry unit walls, furred walls, metal studs partitions, fire rated walls, carpet, ceramic and vinyl tiles, lay-in acoustical ceiling tile, paint, doors and hardware, plumbing, electrical and ductwork. Building utilities infrastructure and systems will include Gas-fired condensing boiler, chilled water loop, duplex pumps, variable speed drives, variable air volume handling units, ductless split systems, exhaust fans, electrical distribution and water. Mechanical systems will be controlled through single, DDC-Direct digital controls building automation system. Automated Logic Corporation is the sole source for procuring the building controls. NO exception. Control system will use BACnet (open) communications protocol and interface with existing FLETC-Glynco wide ECMS-Energy management control systems. Electric, natural gas and water meter with remote monitoring will be connected to FLETC-Glynco wide ECMS. Fire Protection in this project includes but not limited to fire alarm systems, sprinkler riser serving sprinkler zones, isolation valves, flow switches, test/drain valves and drain risers, and wet pipe system throughout. Telecommunications includes but not limited to horizontal CAT 6 cabling, raceways, access control empty conduits, outlet boxes, fiber, underground conduit and manholes.
