- Solicitation number, SPE4A6-13-R-1384, SC1000012426, NSNs 6150-01-267-0319 Cable Assembly, 5995-01-117-1307 Cable Assembly, 6150-01-328-0379 Cable Assembly, 6150-01-467-0395 Cable Assembly, 4030-00-015-3896 Shacke, 4030-00-943-8729 Clamp and 4010-01-502-1057 Wire Rope Assembly. Unit of issue is each for all seven NSNs. Solicitation is an unrestricted procurement using the procedures of other than full and open competition. Breeze-Eastern Corporation CAGE 08484 is the only approved manufacturer for each of the seven NSNs. The part numbers are BL-11585-1 for 6150-01-267-0319 Cable Assembly, 14428-1 for 5995-01-117-1307 Cable Assembly, 14573-1 for 6150-01-328-0379 Cable Assembly, BL-11579-2 for 6150-01-467-0395 Cable Assembly, SP-1069-1 for 4030-00-015-3896 Shacke, BL-4708-1 for 4030-00-943-8729 Clamp and BL-10653-3 for 4010-01-502-1057 Wire Rope Assembly. Commercial in accordance with FAR part 12 and is not CSI for all 7 NSNs. The solicitation will result in a multi-NSN Indefinite Quantity Contract (IQC) for a base year plus 4 option years. The requested delivery is 71 days for 6150-01-267-0319, 192 days for 5995-01-117-1307, 190 days for 6150-01-328-0379, 192 days for 6150-01-467-0395, 136 days for 4030-00-015-3896, 168 days for 4030-00-943-8729 and 192 days for 4010-01-502-1057. Surge only applies to NSN 5995-01-117-1307 and 6150-01-467-0395 and the AMWR is 3 and 4 respectively. The highest priority weapon system is 75F for NSN 6150-01-267-0319 and the end item is Helicopter, HH-60. The highest priority weapon system is 05A for NSN 5995-01-117-1307 and the end item is Helicopter, Chinook CH-47. The highest priority weapon system is 41N for NSN 6150-01-328-0379 and the end item is Helicopter, CH-53A/D/E. The highest priority weapon system is 40A for NSN 6150-01-467-0395 and the end item is Helicopter, Black Hawk UH-60A. The highest priority weapon system is 05A for NSN 4030-00-015-3896 and the end item is Helicopter, Chinook CH-47. The highest priority weapon system is DUF for NSN 4030-00-943-8729 and the end item is Helicopter, SOF/HH-53J/M Pave low. The highest priority weapon system is 40A for NSN 4010-01-502-1057 and the end item is Helicopter, Black Hawk UH-60A. Shipment will be to any DLA stock location in the continental United States. Performance Information Retrieval System-Statistical Reporting (PPIRS-SR) applies. The guaranteed minimum quantity is 10 each for 6150-01-267-0319, 2 each for 5995-01-117-1307, 16 each for 6150-01-328-0379, 4 each for 6150-01-467-0395, 260 each for 4030-00-015-3896, 8 each for 4030-00-943-8729 and 37 each for 4010-01-502-1057and is applicable to the base year only. The estimated annual quantity is 60 each for 6150-01-267-0319, 12 each for 5995-01-117-1307, 96 each for 6150-01-328-0379, 24 each for 6150-01-467-0395, 991 each for 4030-00-015-3896, 26 each for 4030-00-943-8729 and 134 each for 4010-01-502-1057. The maximum dollar amount for all 5 years for all 7 NSNs including surge is $6,890,224.40. Final contract award decision may be based upon Price, Past Performance, and other Evaluation factors as described in the solicitation. FOB is Destination with Inspection and Acceptance at destination/destination for NSNs 6150-01-267-0319, 5995-01-117-1307, 6150-01-328-0379, 6150-01-467-0395, 4030-00-015-3896 and 4030-00-943-8729. FOB is Destination with Inspection and Acceptance at origin/origin for NSN 4010-01-502-1057. Solicitation will issue on July 29, 2013 with a closing date of August 29, 2013. Reverse auction clause 52.215-9023 applies. Since a Reverse Auction may be conducted, offerors are encouraged to access website dla.procurexinc.com to see how to participate in an auction. Surplus dealers and small business dealers and distributors having existing stocks of surplus or newly manufactured material are invited to respond to this synopsis. The response should include a completed surplus certificate, DLAD 52.211.9000, Government Surplus Material, or adequate traceabilit y documentation to show product is acceptable. In addition, respondents should identify quantity available and price. DLA will consider all such responses and may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the government. A copy will be available via DLA Internet Bid Board System at https://www.dibbs.bsm.dla.mil. Evaluation will be per NSN therefore may result in multiple awards.
