- Combined Synopsis Solicitation THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR), Federal Acquisition Circular 2005-68. The associated North American Industrial Classification System (NAICS) code for this procurement is 511130. This acquisition is being procured using full and open competition. Background The mission of the Applied Economics Office (AEO) at the National Institute of Standards and Technology (NIST) is to provide economic products and services through research and consulting to industry and government agencies in support of productivity enhancement, economic growth, and international competitiveness, with a focus on improving the life-cycle quality and economy of constructed facilities. One of the products the AEO is providing is the Building Industry Reporting and Design for Sustainability (BIRDS) database, which estimates the aggregate impact of adopting newer building energy standards for 228 cities across the United States. Currently the BIRDS database uses state-level data to make aggregate estimates, which does not control for variation in the amount of total new construction across cities in a state. There is an immediate need to obtain county level data to more accurately estimate aggregate impacts, and no such database is publicly available. All interested offerors shall provide a firm fixed price quote for the following: Line item 0001: Quantity 1 ea. Historical Database of New Building Construction (commercial and residential buildings) that meet the following minimum requirements: (1) Data shall be in units of new floor area (Square Meters/Square Feet of new construction (2) Data shall be reported by building type a. Commercial building categories shall be based on Commercial Buildings Energy Consumption Survey (CBECS) categories or similar designation that can be directly mapped to CBECS categories (http://www.eia.gov/consumption/commercial/) b. Residential building categories shall be based on Residential Energy Consumption Survey (RECS) categories or similar designation that can be directly mapped to RECS categories (http://www.eia.gov/consumption/residential/) (3) Data for commercial and non-low rise residential buildings shall be reported by the building height: low-, mid-, and high rise (4) Data shall be reported by floor area for new building construction and additions to existing buildings (5) Data shall be reported annually for all years from 1970 to Present (6) Data shall be reported at the county-level for all counties, and statistically equivalent entities, in the United States (7) Data shall be delivered in Microsoft Excel-compatible electronic form with a written declaration of compliance or non-compliance with Section 508 requirements. Data shall be Windows PC compatible. Reporting Format for Database: State County Year Commercial/Residential Building Type Low-, Mid-, or High-Rise New Floor Area New Buildings Additions Delivery Terms Delivery terms shall take place in accordance with Contractor's commercial schedule. The Contractor shall deliver the database, in electronic format, to designated NIST personnel. Evaluation Factors: The basis for award is Best Value. Award shall be made to the Contractor whose quote offers the best value using the "trade-off" method to the Government, price and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability, 2) Past Performance, and 3) Price. Technical capability is more important than past performance. Non-price factors, Technical Capability and Past Performance, both singularly and combined, are more important than price. Quotation Submission Instructions All vendors shall submit the following to Willie Lu, Contract Specialist at willie.lu@nist.gov: 1) An electronic version of a quotation with a firm fixed price 2) Technical description and/or product literature which clearly details how the quote meets or exceeds the stated requirement. Note: The government will not consider quotes that mimic the wordings used in this solicitation. 3) Past performance references. A minimum of two current and relevant (within the last 3 years) references of similar scope. Past performance references must include the company/organizations name, contact person, phone number, and e-mail address. 4) Completed Reps & Certs (52.212-3) or acknowledgement that the SAM.gov information is certified and correct This is an Open Market Combined Synopsis/Solicitation for commercial products and services as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). All quotations must be submitted electronically via Email, and be received not later than 2:00 PM Eastern time, on Friday, July 19, 2013.
